Chapter I General Provisions Article 1 In order to standardize the management of urban and rural grid services, build a social governance pattern of * * * building * * governing * *, and promote the modernization of regional social governance, these detailed rules are formulated in accordance with the Measures for the Administration of Urban and Rural Grid Services in Jiangsu Province and in combination with the actual situation of this Municipality. Article 2 These Rules shall apply to the management of urban and rural grid services and related activities within the administrative area of this Municipality.

The detailed rules for the implementation of urban and rural grid service management (hereinafter referred to as grid service management) refers to the activities of uniformly dividing grids in urban and rural communities and other specific management areas, integrating various forces, equipping grid service managers, and comprehensively using human resources, scientific and technological informationization and other means to provide services and manage them. Article 3 Grid service management shall adhere to the principles of Party committee leadership, government responsibility, democratic consultation, social coordination, public participation, legal guarantee and scientific and technological support.

Promote the construction of grass-roots party organizations in grid and give full play to the leading role of grass-roots party organizations in grid service management. Article 4 The municipal and county-level municipal (district) people's governments shall be responsible for organizing, coordinating, guiding and supervising the grid service management.

The town people's government and sub-district offices are responsible for the specific work of grid service management within their respective jurisdictions.

Villagers' committees and residents' committees shall carry out grid service management under the guidance of the town people's government and sub-district offices. Article 5 Cities, county-level cities (districts), towns and streets shall establish or specify grid service management institutions and departments (hereinafter referred to as grid institutions) to undertake the specific work of grid service management within their respective jurisdictions.

Public security, judicial administration, civil affairs, finance, human resources and social security, market supervision, government services, emergency management, letters and visits, agriculture and rural areas, urban management and other departments (hereinafter referred to as the grid linkage departments) shall, according to their respective responsibilities, do a good job in grid service management. Article 6 Municipal and county-level city (district) people's governments shall incorporate grid service management into government performance management. The superior grid organization can evaluate the performance of the grid linkage departments at the same level and the subordinate grid organizations. Article 7 People's organizations such as trade unions, the Communist Youth League, women's federations and disabled persons' federations are encouraged and supported to give full play to their own advantages, actively participate in innovative social governance, and assist in grid service management.

Encourage and support social organizations, voluntary service organizations, social workers, volunteers, villagers and residents to participate in grid service management, and carry out various care services such as facilitating the people and benefiting the people.

Villagers and residents have the right to put forward opinions and suggestions on grid service management, and have the obligation to cooperate with grid staff to collect basic data and dynamic information. Chapter II Grid Article 8 The term "grid" as mentioned in these Detailed Rules refers to grass-roots service management units divided in urban and rural communities and other specific management areas. Article 9 Grids are divided into comprehensive grids and exclusive grids. Comprehensive grid refers to the grid in which urban communities take residential quarters and buildings as the basic units and rural villages, villagers' groups or a certain number of households as the basic units. Exclusive grid refers to the grid divided by administrative centers, various parks, enterprises and institutions in urban and rural communities as basic units.

The comprehensive grid implements territorial management, and the exclusive grid implements dual management of functional departments and territories. Tenth grid division should achieve global coverage. Grid by the county-level city (District) grid institutions, civil affairs departments in conjunction with the town people's government, street offices unified division, and reported to the city grid institutions for the record. Other departments and units shall not divide the grid in villages and communities, except as otherwise provided by laws and regulations.

Grid adjustment shall be applied by the town (street) grid organization to the county-level city (district) grid organization, approved by the county-level city (district) grid organization, and reported to the city grid organization for the record. Grid adjustment shall solicit the opinions of the civil affairs departments of county-level cities (districts). Eleventh city power grid institutions shall, according to the provincial power grid coding standards, organize the compilation of power grid coding within their respective administrative areas. Grid coding is unique. Twelfth grid service management to implement inventory management. County-level city (district) grid institutions shall, jointly with relevant departments, prepare a list of grid service management matters, announce them to the public and dynamically adjust them.

The grid items listed in the list shall be organized and implemented by the grid organization in a unified way. Thirteenth grid matters that really need to be included in the list shall be applied to the grid organization at the same level by the functional departments of the city and county-level city (district), and shall be implemented by the grid organization after being approved by the party Committee or government at the same level.

For grid matters that do not need to be included in the list, the city, county-level city (district) grid institutions or functional departments shall apply and report to the party Committee or government at the same level for approval before exiting. Fourteenth functional departments should provide necessary human, financial and material support, policy advice, education and training, business guidance, information support and other help for the development of grid affairs. Fifteenth grid matters in the list shall be uniformly assigned by the city and county-level city (District) grid institutions, and the functional departments shall not directly assign them. Chapter III Grid Members Article 16 Grid members refer to those who are engaged in service management within the grid, including grid leaders, full-time grid members and part-time grid members.

The urban comprehensive grid shall be equipped with at least 1 full-time grid members, the rural comprehensive grid shall be equipped with at least 1 full-time or part-time grid members, and the exclusive grid shall be equipped with full-time or part-time grid members as required.
