Responsible for city appearance and sanitation, urban and rural planning, landscaping, municipal public services, ecological environment protection, market supervision (unlicensed operation of outdoor public places), public security (occupying sidewalks, raising animals and interfering with the normal lives of others), land and mineral resources, Construction industry, real estate industry, civil air defense (civil defense).

All or part of the administrative penalties and related administrative supervision and inspection, and administrative enforcement powers stipulated in laws, regulations, and rules in water administration, production safety, oil and gas pipeline protection, and education management. The transfer of comprehensive administrative law enforcement powers shall be subject to the approval of the provincial government and shall be subject to the announcement of the municipal government.
