Measures of Yinchuan Municipality on the Administration of Patriotic Health

Article 1 In order to strengthen patriotic health work, improve the level of social health management, safeguard people's health and promote the construction of socialist material civilization and spiritual civilization, these Measures are formulated in accordance with the provisions of relevant laws and regulations and combined with the actual situation of this Municipality. Second units and individuals within the administrative area of this Municipality shall abide by these measures. Article 3 Patriotic health work as mentioned in these Measures refers to social health activities organized by the government and participated by the whole society for the purpose of enhancing social health awareness, eliminating health hazards, improving environmental quality and quality of life, and protecting people's health. Article 4 Patriotic health work shall follow the principles of government leadership, graded responsibility, departmental cooperation, mass participation, scientific governance and social supervision. Article 5 People's governments at all levels shall incorporate patriotic health work into national economic and social development plans, so as to coordinate the improvement of urban and rural health level with economic and social development. Sixth city and county (city, district) patriotic health campaign committee (hereinafter referred to as the Aiweihui) under the leadership of the people's government at the same level, co-ordinate the patriotic health work within their respective administrative areas.

City, county (city, district) Aiweihui Office (hereinafter referred to as Aiweihui Office) is the office of Aiweihui at the same level, located in the health administrative department of the people's government at the same level, specifically responsible for the daily work of Aiweihui, entrusted by the health administrative department, and imposing administrative penalties on acts in violation of these measures.

All members of Ivy Association shall fulfill their patriotic health work tasks according to their respective responsibilities. Seventh township (town) people's government, street offices responsible for the patriotic health work within their respective jurisdictions, neighborhood (village) committees should designate personnel responsible for patriotic health work.

State organs, social organizations, military units, enterprises and institutions shall establish patriotic health organizations or designate full-time (part-time) personnel to be responsible for the patriotic health work of their own units, and accept the guidance, supervision and inspection of local patriotic health associations. Article 8 This Municipality implements the following patriotic health system:

Eleventh units and individuals should do a good job in indoor and outdoor sanitation and environmental sanitation within the prescribed scope according to the hygiene standards. Twelfth publicity, education, health, culture, news, science and technology association, urban management and other units should carry out health knowledge publicity, and add public service advertisements to promote health.

Schools should offer health education classes or lectures, and kindergartens should educate children to develop good health habits.

Units shall organize their subordinate personnel to participate in health education activities. Thirteenth hospitals, schools, theaters, stations, airports, large and medium-sized shopping malls, venues, gymnasiums and other public places and public transport are prohibited from smoking. Places where smoking is prohibited shall set up obvious no-smoking signs and prohibit tobacco advertising. Fourteenth citizens should abide by the following basic social health norms:

Article 15 All units and individuals shall take part in activities to kill rats, flies, mosquitoes and cockroaches (hereinafter referred to as "four pests"), eliminate breeding grounds of "four pests" and control the density of "four pests" within the standards prescribed by the state. Patriotic health supervision and administrative law enforcement certificates issued by the Municipal People's government; Patriotic health inspectors by the city and county (city, district) Aiwei Office issued employment documents. Eighteenth health supervisors and inspectors in performing their duties, should take the initiative to show their certificates, and the units and individuals under inspection should cooperate. Nineteenth units and individuals that have made remarkable achievements in patriotic health work; The people's governments at all levels or Aiweihui shall commend and reward them. Twentieth has been awarded the honorary title of patriotic health, the decline in health quality can not meet the standard of honorary title of patriotic health, the awarding organ shall cancel its honorary title. Those who have obtained the honorary title of patriotic health through fraud and other improper means shall be revoked by the granting organ, and the competent authority shall give administrative sanctions to the persons who are directly responsible.
