Chengzi Industrial Park in Yangma Town

The abbreviation of "Chengdu Ziyang Industrial Concentrated Development Zone" was established based on the regional cooperation framework agreement signed between Chengdu and Ziyang on April 8, 2008. It is also the "first example in Sichuan" A pilot version of cross-regional cooperation at or above the prefecture level. The industrial zone is located in Yangma Town, Jianyang City, with a planned area of ??100 square kilometers. The construction of the starting area of ??16.0 square kilometers has started, and the site leveling construction of 50,000 square meters of standard factory buildings and farmers' resettlement houses will be carried out at the same time. The starting area involves four towns including Jianyang Yangma, Shipan and Zhoujia. Among the 460 acres started in advance, 180 acres are for industrial use and 280 acres are for resettlement housing. Since it started operation in June 2008, 48 companies have come to negotiate investment and construction of factories, and more than 20 companies are interested. Among them, 18 companies are just waiting to settle in as soon as possible, and their total investment will exceed 2.5 billion yuan.

The Chengzi Industrial Zone is a joint-stock cooperation model. The park will be closed for 10 years. All profits and taxes generated will not be distributed and will be used for the rolling development of the park. Based on this spirit, the two places reached a common understanding: enterprises can register in both places, administrative approval and daily management are handled by Jianyang according to the territorial principle, profits and taxes remain in the park, and industrial added value and sales revenue indicators are divided 50-50. According to the plan, by 2012, the industrial zone will achieve an industrial sales revenue of 50 billion yuan and an added value of 17 billion yuan.

The Chengjian Expressway built from the park will shorten the distance between the industrial zone and Shuangliu Airport to 40 minutes by car, and the Chengdu Economic and Technological Development Zone to 20 minutes. Chengdu Second Airport in Jianyang is only 20 kilometers away.

In order to increase its attractiveness, the industrial zone introduced Chengdu fixed-line telephone area code 028 for use by enterprises in the zone. It was opened in December 2008. This is the first "enclave" phone call in the province.

The Party Working Committee Secretary of Chengzi Industrial Zone is jointly held by the Longquanyi District Party Committee Secretary and the Jianyang Municipal Party Committee Secretary ***, while the Director of the Management Committee is concurrently served by the district chiefs and mayors of the two places. In addition, the standing committee members of the two places also hold cross-regional appointments - this is the first of its kind in the country.
