Chapter 1 General Provisions Article 1 In order to strengthen the management of urban public toilets, improve the sanitation level of urban public toilets, beautify the urban environment, and promote the construction of socialist spiritual civilization, according to the "Urban City Appearance and Environmental Sanitation Management Regulations" of the State Council , "Hangzhou Urban City Appearance and Environmental Sanitation Management Regulations", these measures are formulated based on the actual situation of the city. Article 2: These measures apply to the management of public toilets within the urban area of ??Hangzhou City. Article 3 The term “public toilets” as mentioned in these Measures refers to toilets for urban residents and floating populations to be used together, including roads, squares, airports, stations, docks, hotels, shops, restaurants, theaters, parks, gymnasiums, and entertainment venues. Public toilets attached to public buildings such as exhibition halls and exhibition halls. Article 4 Anyone who uses urban public toilets must consciously maintain the cleanliness and sanitation of public toilets and take good care of the equipment and facilities of public toilets. Article 5 The administrative department of city appearance and environmental sanitation of the Hangzhou Municipal People's Government (hereinafter referred to as the administrative department of city appearance and environmental sanitation) is responsible for organizing the implementation of these Measures.
The city appearance and environmental sanitation administrative departments of the people's governments of each district are responsible for the supervision and management of public toilets in their respective regions. Chapter 2 Planning of Urban Public Toilets Article 6 Urban public toilets shall be planned and constructed in accordance with the principles of "comprehensive planning, rational layout, adapting measures to local conditions, equal emphasis on construction and renovation, convenient for the masses, hygienic and applicable, conducive to discharge, convenient for cleaning and transportation, and economical and beautiful" . Article 7: Urban public toilet planning is an integral part of urban environmental sanitation planning. The municipal administrative department for city appearance and environmental sanitation shall, in conjunction with the municipal administrative department for urban and rural planning, clarify the construction scale and grade of public toilets in the detailed regulatory plan based on the density of urban residential population, the number of floating population, and the needs of specific areas such as public places. According to specific requirements, if necessary, a special plan for the distribution of public toilets can be prepared for urban areas. Article 8 Public toilets on both sides of urban roads shall be constructed in accordance with the requirements of the Ministry of Construction’s urban environmental sanitation facilities setting standards.
The construction area of ??each new public toilet should be more than 60 square meters (including 60 square meters), and the ratio of male and female toilet seats should be two to three. Article 9 Public toilets should be installed in the following public places:
(1) Squares;
(2) Airports, docks, train stations, long-distance bus stations, large and medium-sized shopping malls ( stores), hotels, restaurants, entertainment venues, theaters, stadiums (fields), exhibition halls;
(3) parks, various markets, large and medium-sized parking lots;
(4) ) residential area.
In bustling areas with dense traffic and difficult to locate toilets, the internal toilets attached to the public buildings along the street should be open to the public for the use of tourists.
The establishment of urban public toilets should comply with relevant regulations on health and epidemic prevention and should not affect the daily life of residents. Article 10 Urban public toilets should be built in locations that are clearly easy to find, convenient for the discharge or removal of feces, and should be coordinated with the surrounding environment. Article 11: No unit or individual may occupy the planned land for urban public toilets without authorization or change the nature of its use.
If the construction unit is approved to requisition, allocate, and use the planned land for public toilets on both sides of the urban road, the construction unit must build public toilets in accordance with the requirements of the urban public toilet planning and city appearance and environmental sanitation administrative departments, and open them to the public for use. . Chapter 3 Construction and Maintenance of Urban Public Toilets Article 12 The division of responsibilities for the construction, maintenance and management of urban public toilets is as follows:
(1) Public toilets set up on both sides of the road and in squares shall be the responsibility of professional environmental sanitation units ;
(2) Public toilets in various markets and large and medium-sized parking lots are the responsibility of their management units;
(3) Public toilets in residential areas are the responsibility of their management units;
(4) Public toilets in parks shall be the responsibility of their competent departments or management units;
(5) Public toilets within the scope of urban public green spaces shall be the responsibility of their management units Responsible;
(6) Public buildings and public toilets attached to public places shall be the responsibility of the property rights unit.
For the construction, maintenance and management of public toilets in items (2), (3), (4), (5) and (6) of this article, the management unit or property rights unit may also entrust the environmental sanitation department Professional units provide construction, maintenance and management services.
Article 13 The construction of urban public toilets shall comply with the four-star and three-star public toilet standards stipulated in the Hangzhou Urban Star-rated Public Toilet Design Standard Guidelines. Among them, public toilets in window areas, important scenic spots and other areas shall comply with the four-star and three-star public toilet standards. Standards for star-rated public toilets and supporting public toilets in residential areas should meet the standards for public toilets with three stars or above (including three stars).
For existing public toilets that do not meet the prescribed standards, the administrative department of city appearance and environmental sanitation should prepare a renovation plan and instruct relevant units to make renovations within a time limit. Article 14: All urban public toilets should be flushed with water and harmless in the discharge of feces. It is prohibited to establish earthen toilets, dry toilets, simple toilets and other public toilets that do not meet the design standards of urban public toilets. Article 15 If public toilets are not installed in places where public toilets should be installed in accordance with the provisions of these Measures or the original public toilets do not meet the prescribed standards, the responsible unit shall follow the requirements of the relevant laws, regulations, and rules on urban appearance and environmental sanitation and the planning of urban environmental sanitation facilities. New construction, expansion or renovation.
For public toilets that are seriously damaged or in disrepair, the responsible unit shall be responsible for the renovation or reconstruction according to the division of responsibilities stipulated in these measures. Article 16: In areas with a large flow of people and insufficient number of public toilets, mobile public toilets may be set up and relevant procedures must be completed. The management of mobile public toilets shall be implemented in accordance with the relevant regulations of the administrative department of city appearance and environmental sanitation.
