Caohai area of Dianchi Lake was developed along the red line of the protected area, and a large number of real estate projects competed with the lake, and the 25-kilometer lakeside zone around Caohai was occupied by real estate and other projects. The Changyaoshan area on the east bank of Dianchi Lake has been eroded by real estate development projects, and some projects directly encroach on Dianchi Lake Reserve and occupy the ecological space of Dianchi Lake.

On the morning of May 6th, the Central Eco-environmental Protection Inspector Group pointed out the real estate development problems around Dianchi Lake in a new batch of typical cases notified by inspectors, pointing out that the local party committee and government in Kunming "only counted the immediate account, not the long-term account, failed to properly handle the relationship between development and protection, and failed to protect Dianchi Lake like protecting their eyes". Kunming city has been slow to draw up the Dianchi Lake protection plan according to the requirements of the Regulations on the Protection of Dianchi Lake in Yunnan Province, which has led to the long-term lack of "regulations" to follow, and the phenomenon of "development around the lake" and "development by attaching lines" in Dianchi Lake has intensified.

The original intention of "four retreats and three returns" is to make more ecological space for Dianchi Lake. At present, all the planned projects have been implemented, and the ecological function of Changyaoshan has basically lost.

By the time the first round of central eco-environmental protection inspectors "looked back" in July 218, Nuoshida Group had built 167 villas in the second-class protection zone, covering an area of 293 mu and a construction area of 1.8.

The Regulations on the Protection of Dianchi Lake in Yunnan Province stipulates that it is forbidden to build, rebuild or expand buildings and structures in the first-class protection zone of Dianchi Lake. The restricted construction area of the secondary protected area can only develop and construct eco-tourism and cultural projects, and other real estate projects are prohibited.

In July 218, the first round of central eco-environmental protection inspectors "looked back" and pointed out that the Regulations on the Protection of Dianchi Lake in Yunnan Province did not clearly define the eco-tourism and cultural construction projects allowed to be built in the second-class protected areas, which led to some tourism real estate projects "skirting the ball". In November 218, the Standing Committee of Yunnan Provincial People's Congress revised the Regulations on the Protection of Dianchi Lake in Yunnan Province, stipulating that eco-tourism and cultural projects such as healthy old-age care, fitness and leisure can be built in the restricted construction area of Dianchi Lake secondary protection zone. Nuoshida Group "borrowed a donkey from a slope", and immediately started construction of 437 villas in the second-class protection and restricted construction area of Dianchi Lake under the guise of healthy pension industry, covering an area of 1,242 mu and a construction area of 4, square meters.
