1. Top talents, leading talents, top-notch talents and outstanding local talents who meet the standards stipulated in the document "Measures for the Identification and Support of High-level Talents in Luoyang City" have been newly introduced or cultivated in our district;

2. Young talents who were introduced to work in our district full-time after June 21st, 218 and were recognized by Luoyang City. The specific criteria are: doctoral students under 4 years of age, full-time master students, full-time undergraduate graduates of "double-class" construction universities and disciplines, and full-time undergraduate graduates of foreign universities in the latest comprehensive ranking of QS World University, who are introduced full-time by local organs, regional institutions, enterprises in our region and private non-enterprise units, or who have established registered enterprises in our region and have been operating normally for more than three months.

Application conditions

The applicant must meet the following conditions at the same time:

1. Love the motherland, abide by the law, and have a strong sense of professionalism and responsibility;

2. sign a labor contract with the employer in our district for not less than 3 years, work in our district for not less than 6 months every year, and pay social insurance in our district and housing accumulation fund in Luoyang according to regulations. Hong Kong, Macao and Taiwan regions and foreign talents are not restricted from paying social insurance and housing provident fund;

3. Being recognized as a young talent by Luoyang City, he has no self-owned housing in the urban area of Luoyang City, and has no housing registration information and housing transaction records in the urban area of Luoyang City within 5 years;

4. Except those who have enjoyed the housing subsidy and rental subsidy policy for imported talents in Luoyang or have applied to live in young talents apartments in Luoyang and various urban areas;

5. if both husband and wife meet the requirements, only one party can apply according to the principle of "focusing on the high and not repeating".

III. Application criteria and rental treatment

Young talent apartments sign a lease contract with a lease term of no more than one year according to the wishes of the applicant. If it is necessary to renew the lease after the expiration of the contract, individuals should reapply according to the provisions of the Management Measures for Young Talent Apartments in Luolong District and the announcement requirements of the year when the contract expires three months before the expiration;

The maximum rental period of the apartment for young talents shall not exceed 3 years, and the starting time of occupancy shall be based on the signing time of the housing contract, and the lease shall not be renewed after more than 3 years;

eligible residents are exempted from rent for up to 3 years.
