Article 4 The local sports administrative departments at all levels (including the institutions authorized by the people's government to manage sports work, the same below) shall manage carrier pigeon activities within their respective administrative areas.

Article 5 An administrative region can only declare the establishment of a homing pigeon association (including provincial, municipal, district and county levels). Without the approval of the sports and civil affairs departments, no unit or individual may set up a homing pigeon activity association without authorization.

Article 6 The sports administrative departments at all levels shall care for and support the carrier pigeon activities, and create necessary conditions for the carrier pigeon association and its members to train pigeon racing and carry out various activities.

Legal basis: Article 22 of the Wildlife Protection Law of People's Republic of China (PRC) prohibits the sale or purchase of wildlife under special state protection or its products. Due to special circumstances such as scientific research, domestication and breeding, exhibition, etc. , need to sell, purchase and use the national first-class protected wild animals or their products, must be approved by the the State Council wildlife administrative department or its authorized units; Units and individuals that need to sell, purchase or domesticate and breed wildlife under state second-class protection or its products may sell wildlife under state second-class protection or its products to the purchasing units designated by the government in accordance with regulations with the domestication and breeding license. The administrative department for industry and commerce shall supervise and manage the wild animals or their products entering the market.
