According to Zhengzhou Dibao, Zhengzhou Economic and Technological Development Zone was established in 1993, and was approved as the first national economic development zone in Henan Province in 2000. Zhengzhou Economic and Technological Development Zone is located in Guancheng Hui Autonomous Region and is not subordinate to it. Economic management authority is a sub-municipal level, and there is no administrative power. In other words, the highest institution is the Administrative Committee, not the district government.

Zhengzhou Economic and Technological Development Zone is now planned to control the new 107 national highway in the east, the airport expressway in the west, Fushan Road in the south and Longhai Railway in the north, with an area of 158.7 square kilometers. It manages two county-level professional parks, namely, Export Processing Zone and International Logistics Park, with 6 offices and 64 villages (communities) under its jurisdiction, with more than 400,000 permanent residents and employees.
