Now so many civil servants are recruited every year, but there is still a shortage of people at the grassroots level. Why?

The first reason: the grass-roots staff work hard, and many people try their best to be transferred.

A thousand lines above and a needle below. Grass-roots level is the lowest level in all kinds of organizations, and it is also the first line to find problems, the final destination of work implementation and the last distance to serve the masses. Tasks assigned by superiors often require overnight completion, so grassroots cadres have heavy tasks and great pressure. What I do in the town government is comprehensive law enforcement, demanding the demolition of illegal buildings and prohibiting grazing. These jobs are often closely related to the interests of farmers and herdsmen, and they are offensive and thankless. Many comrades try their best to get rid of them just because they don't want to do this job. Moreover, the grassroots often represent remote places, and the place of work is far from home. The long journey home every week and inconvenient transportation have also become a reason for the transfer of grassroots personnel.

The second reason: the higher authorities have seconded a large number of people from the grassroots to work, which makes the grassroots personnel less and less used.

Secondments are common at the grassroots level. Generally, the higher authorities lend money to subordinate units. Because seconded personnel can broaden their work horizons and have the opportunity to be transferred from their superiors, they will generally not refuse, and grassroots units are not willing to offend superior departments because of these things. Therefore, there are seconded people, and grass-roots units are understaffed. Many grass-roots staff have several jobs, which increases the workload of grass-roots work.

The third reason: the low treatment of grassroots cadres has caused many people to be unwilling to work at the grassroots level.

The tasks of grassroots cadres are several times that of cadres directly under the county level, but their wages are not much. Many of them earn only about 2,000 yuan a month and go to the village to deal with farmers and herdsmen every day. There is no subsidy for going to the countryside, and the transportation and communication expenses must be paid by yourself. Compared with grassroots cadres, most of them have transportation subsidies and food subsidies when they go to the village. In the long run, township cadres are willing to transfer to the county seat.
