The third reason: the low treatment of grassroots cadres has caused many people to be unwilling to work at the grassroots level.
The tasks of grassroots cadres are several times that of cadres directly under the county level, but their wages are not much. Many of them earn only about 2,000 yuan a month and go to the village to deal with farmers and herdsmen every day. There is no subsidy for going to the countryside, and the transportation and communication expenses must be paid by yourself. Compared with grassroots cadres, most of them have transportation subsidies and food subsidies when they go to the village. In the long run, township cadres are willing to transfer to the county seat.
