Is Enron's direct selling legal?

Unauthorized group direct selling is illegal; What is approved according to law is legal. According to the relevant regulations, the applicant applying for direct selling shall apply to the competent commercial department of the State Council through the competent commercial department of the local province, autonomous region or municipality directly under the Central Government.

Legal objectivity:

Article 9 of the Regulations on the Administration of Direct Selling, an applicant shall submit an application to the competent commercial department of the State Council through the competent commercial department of the local province, autonomous region or municipality directly under the Central Government. The competent commercial authorities of provinces, autonomous regions and municipalities directly under the Central Government shall submit the application documents and materials to the competent commercial authorities of the State Council within 7 days from the date of receipt. The competent department of commerce of the State Council shall, within 90 days from the date of receiving all the application documents and materials, make a decision on approval or disapproval after soliciting the opinions of the administrative department for industry and commerce of the State Council. If approved, the direct selling business license shall be issued by the competent department of commerce of the State Council.
