Chapter 1 General Principles 1. Principles of bid evaluation:

The bid evaluation and determination shall follow the principles of openness, fairness, impartiality, and competition, and shall be based on the bidder’s quotation, construction period, construction plan, and quality. Comprehensive evaluation of safety performance, corporate reputation, etc., and selecting the winning bidder. 2. The bid evaluation shall adopt the scoring method. The scores of each bidding unit are calculated specifically, and the one with the highest score is the winning bidder. 3. Bid evaluation method:

(1) Bid quotation: 50 points

1. If the difference between the bid quotation and the approved bid base price exceeds ±3%, it will be handled as an off-bid, and within ± Those within 3% (including ±3%) will participate in the bid evaluation.

2. The arithmetic mean of each valid quotation and the approved bid base price is the bid evaluation base price. The bid base is the basis for evaluating the bid price.

3. Quotation calculation score:

4. If the bids of several units participating in the bidding exceed the approved bid base If the price is within the range of ±3%, the bottom bid will not be announced temporarily and the meeting will be announced. All members of the bid evaluation team will discuss and determine the adoption of the following two solutions:

(1) If two-thirds of the bid evaluation team agrees to increase the range of the positive and negative percentages of the quotation (the maximum shall not exceed ±5% ), the quotation score can be calculated based on the deduction of 0.5 points for every increase of 0.1% and the deduction of 0.3 points for every decrease of 0.1%.

(2) If two-thirds of the members of the bid evaluation team disagree with the above-mentioned treatment plan, the Municipal Bidding Office will re-examine the bottom bid. If the bottom bid is correct, the bidding unit will re-quote and then evaluate the bid. If the bid base is wrong, the bid base price should be adjusted and the bid evaluation meeting will be held again.

(2) Bid construction period: 10 points

1. The minimum bid construction period is the national quota construction period;

2. Key projects are caused by special circumstances and the construction period is particularly urgent. , with the approval of the Municipal Bidding Office, the required construction period of the construction unit can be used as the minimum bid construction period;

3. The bid construction period is equal to the minimum bid construction period, and the basic score is 6 points.

(1) If the bid construction period is less than the minimum bid construction period, 0.5 points will be deducted for every 10 days that are shortened;

(2) If the bid construction period is greater than the minimum bid construction period, 0 points will be added for every 10 days shortened. ．5 points;

(3) Construction organization design: 10 points

(4) Quality and safety performance: 20 points

1. Those who meet the bidding quality requirements will receive a basic score of 5 points

2. Those who are lower than the bidding quality requirements will not be scored

3. Quality and safety performance scoring factors

① Each time a quality and safety award has been won by the Ministry of Excellence in the past three years, the score will be awarded. 3 points

②Earn 1 point for each award received in the quality and safety zone in the previous year

③Earn 1 point for each award received in the Yinchuan "Phoenix Cup" Quality Construction Project Award in the previous year The project is awarded 2 points

④The rate of projects with excellent quality in the previous year was more than 20%, and the project was awarded 2 points

⑤The quality rate of the projects completed by the project management department in the previous year was 100%, and the excellent rate was 35% 1 point is awarded for the above

⑥Excellent projects were awarded in the city-wide quality and safety inspection last year, and 0.3 points are awarded for each item obtained

(5) Corporate reputation: basic score 10 points

(6) If the engineering drawings have not been completed yet and there is a rush to start construction, the bid may not be assessed upon approval and only the bids will be assessed. Four factors including bidding period, construction organization design, quality and safety performance, and corporate reputation will be evaluated.
