Xichang College is located in Liangshan Yi Autonomous Prefecture, Sichuan Province, the largest Yi inhabited area in China. It is the first batch of pilot colleges for overall transformation in Sichuan Province, and 100 national applied undergraduate colleges for promoting educational modernization. It is also the only newly-built undergraduate college jointly established by provinces, ministries and commissions in China.

After several changes, in 2003, the Ministry of Education approved the merger of Xichang Agricultural College, Xichang Normal College, Liangshan University and Liangshan Education College to form Xichang College. 20 15 was listed as the first batch of pilot units for overall transformation, development and reform in Sichuan Province. 20 100 was listed as the national education modernization promotion project 100 construction unit of application-oriented undergraduate colleges.
