First, determine the scope of the object.

To apply for kindergarten, primary school, junior high school, senior high school and secondary vocational school teachers' qualifications in our city (including practice instructors), one of the following conditions shall be met:

(1) Having a household registration in Nanning;

(2) Holding a residence permit within the validity period of Nanning;

(3)202 1 Full-time graduates of ordinary colleges and universities in Nanning, students studying in colleges and universities, and graduate students;

(4) Hong Kong, Macao and Taiwan residents who hold residence permits for Hong Kong, Macao and Taiwan residents within the validity period of Nanning may apply for recognition in their places of residence; Mainland travel permit for taiwan residents, a passport for Hong Kong and Macao residents to and from the mainland, valid for 5 years and within the validity period, who took the qualification examination for primary and secondary school teachers in Nanning and obtained a certificate of conformity, shall apply for recognition at the place where the examination was held;

(5) Servicemen and armed police stationed in Nanning.

Ii. authorized institutions and authorities

According to the spirit of the Reply of the People's Government of Guangxi Zhuang Autonomous Region on the Implementation of the Pilot Reform of Relatively Centralized Administrative Licensing in Nanning (Gui Zheng Han [2017]11), Nanning Administrative Examination and Approval Bureau is responsible for the qualification identification of senior middle school teachers, secondary vocational school teachers and secondary vocational school practice instructors in Nanning.

Counties (districts), Guangxi-ASEAN Economic and Technological Development Zone Education Bureau or the administrative examination and approval bureau (teachers' qualifications have been placed under the administrative examination and approval bureau, and the administrative examination and approval bureau is responsible for the qualification identification of kindergarten, primary school and junior high school teachers within its jurisdiction. High-tech zones and economic development zones shall set up teacher qualification confirmation points.

In counties (districts) that implement the reform of relatively centralized administrative examination and approval power, the education administrative department should strengthen cooperation with the administrative examination and approval department, do a good job in teacher qualification identification, and shall not affix two official seals to a certificate.

Third, the identification conditions

(1) Ideological and moral status. Abide by the constitution and laws, love education, and have good ideology and morality. If a teacher's qualification is revoked, he shall not re-apply for the teacher's qualification within 5 years from the date of revocation; Those who are deprived of political rights or have received criminal punishment of fixed-term imprisonment or above for intentional crimes cannot apply for teacher qualification.

(2) Requirements for academic qualifications and technical qualifications.

1. Teachers in senior middle schools and secondary vocational schools (cultural courses and specialized courses) should have a bachelor's degree or above;

2. The qualification of an internship instructor in a secondary vocational school should be a secondary vocational school graduate or above, and have a professional and technical position of assistant engineer or above or a technical level of intermediate worker or above.

3. Junior high school teachers should have college education or above.

4. Primary school teachers should have graduated from secondary normal schools or above.

5. To apply for kindergarten teacher qualification, you should have graduated from kindergarten normal school or above.

According to the actual situation in Guangxi, pre-school education (pre-school education) graduates from full-time secondary normal schools, secondary vocational schools and technical colleges can apply for the qualification of kindergarten teachers if they hold the Certificate of Qualification Examination for Primary and Secondary School Teachers within the validity period. The pre-school education majors of the schools to which these graduates belong must be filed in the Education Department of the autonomous region or the Department of Human Resources and Social Security, and those that have not been filed cannot be identified.

"Graduation" and "dropping out of school" do not meet the academic requirements of teacher qualification.

(3) Putonghua proficiency requirements. Applicants should reach the Putonghua proficiency test level B and above promulgated by the State Language Committee.

According to the Notice on the Requirements for Teachers' Post Appointment and Qualification Determination of Putonghua Level (No.2 [2007] of Guangxi Language Workers), those who apply for the qualification of non-language teachers, whose household registration and work units are in towns and villages outside the seat of the county-level people's government at the time of application, can have the third-class first-class level of Putonghua. ..

(4) Physical condition and physical examination requirements.

1. has good physical and psychological qualities, no infectious diseases and no history of mental illness, and meets the needs of education and teaching. Pass the medical examination. The physical examination standards and operating procedures are in accordance with the Physical Examination Standards and Methods for Applicants with Teacher Qualification in Guangxi Zhuang Autonomous Region (Trial) (Gui [2002]154), Notice on Issues Related to Cancellation of Hepatitis B Examination for Applicants with Teacher Qualification (Gui Jiaofan [2010] No.34) and One-year Physical Examination Standards and Results for Applicants with Teacher Qualification in Guangxi Zhuang Autonomous Region.

2. Designated hospitals for physical examination: Guangxi International Zhuang Medical Hospital, Nanning First People's Hospital (Jinpu Road Physical Examination Center of Nanning First People's Hospital, Zhu Min Road Physical Examination Center of Nanning First People's Hospital) and Nanning Eighth People's Hospital. Colleges and universities applying for teacher qualification accreditation can refer to the designated physical examination hospitals for teacher qualification accreditation in colleges and universities to organize students' physical examinations and report them to the accreditation bodies for the record. Each county (district) may designate a local hospital for physical examination.

The standard of medical examination fee shall be implemented by the hospital according to the relevant standards approved by the price department.

3. Physical examination time: The applicant must complete the physical examination in the designated hospital before July/KLOC-0 with the Physical Examination Form for Applicants for Teacher Qualification in Guangxi Zhuang Autonomous Region (downloaded according to Annex 2 and printed on both sides of A4 paper).

4. Inform: The teacher qualification examination should be informed. Applicants who pass the physical examination in the designated hospital may choose to inform or submit the physical examination form directly at the confirmation point. If you can't have a chest X-ray during pregnancy, you should first complete other physical examination items and apply for a teacher qualification certificate after signing a notice at the confirmation point.

(5) Conditions for determining the exemption.

1. Graduates of related majors who participated in the teacher qualification reform of the 20021session for normal students and publicly-funded postgraduate students (hereinafter referred to as "graduates of teacher qualification reform without examination") can directly apply for the recognition of teacher qualifications consistent with the teaching section and teaching subjects of the Teacher Professional Ability Certificate for Normal Students. The specific requirements are in accordance with the Notice of the Ministry of Education on Printing and Distributing (Teaching Letter [2020] No.5).

2.20 1 1 Full-time normal students who graduated in 20021year before entering school (the admission time is subject to the admission time on the diploma) for reasons such as joining the army during their school days (the school kept their student status) can directly identify their professional and learning years corresponding teacher qualifications without examination.

(6) Examination requirements. Non-normal students and normal students who enter school after 20 12 shall obtain a valid certificate of qualification examination for primary and secondary school teachers. The subject and section applying for teacher qualification should be consistent with the examination certificate.

Fourth, the identification process.

According to the deployment of the teacher qualification guidance center of the Ministry of Education and the Education Department of the Autonomous Region, combined with the actual situation of our city, the work arrangements for teacher qualification identification in the first half of the year are as follows:

(1) Online declaration

Registration time in the first half of the year is from May 12 to July 5, 20021year (system maintenance will be confirmed on June 1 -6, and registration will be suspended). Eligible applicants can register their personal accounts during the opening hours of "China Teacher Qualification Network" () (choose "the entrance of the teacher qualification applicant's online newspaper"), improve their personal information, and register during the registration period in our city (see Annex 3 for the registration operation).

If the application is overdue, the system will automatically close and no supplementary application will be made.

(two) the time and place of on-site confirmation

After the applicant has completed the online registration and physical examination, he/she will go to the accreditation institution of his/her domicile, residence or college for on-site audit within the time specified by the accreditation institution.

1. Teachers' qualifications in senior middle schools and secondary vocational schools (including practice instructors)

(1) On-site confirmation location: 5th floor, Block B, Nanning Citizen Center, No.33 Yudong Avenue, Liangqing District, Nanning: "One Window Comprehensive Service Area".

(2) On-site confirmation time: 2021Thursday, June 24th to Tuesday, July 6th. Office hours for on-site confirmation: Monday to Friday (excluding holidays), 9: 00 am-12: 00 pm-13: 00 pm.

(3) Appointment method: Nanning Citizen Center applies for online appointment. After the applicant has successfully made an appointment through the official WeChat account of "Nanning Citizen Center", he will go to the on-site self-service numbering machine to get the number. If he doesn't get it after the deadline, he will be regarded as standing up. The same person can only make an appointment once a day. 2. The location and time of on-site confirmation of the qualifications of teachers in junior high schools, primary schools and kindergartens can be found in the announcements of counties (districts), education bureaus of development zones or administrative examination and approval bureaus.

3.202 1 The examination-free identification of graduates and fresh graduates from reform institutions of Guangxi University for Nationalities, Guangxi Art College, Guangxi Foreign Studies University, Nanning Normal University, Nanning Normal University Teachers College, Guangxi Institute of Physical Education, Guangxi Preschool Education College, Guangxi Industrial Vocational and Technical College, and Nanning No.4 Vocational and Technical School is arranged by their schools and they receive on-site confirmation materials.

(3) Submission of materials

1. Valid ID.

2. ID photo. Applicants are required to submit a recent L-inch color photo with bareheaded front and white background 1 photo, and indicate their name and 8 registration numbers assigned by the registration system on the back of the photo to apply for teacher qualification certificate. The photos should be consistent with the photos uploaded during the online declaration.

3. Household registration information or residence permit (provided by the applicant as appropriate).

(1) Applicants with household registration in Nanning need to provide the applicant's household registration book (including the home page and my page); Collective account, the need to provide a collective household registration book my household registration page;

(2) Applicants living in Nanning need to provide residence permits within the scope of Nanning (residence permits are signed once a year, please pay attention to the date of issuance and submit unexpired residence permits);

(3) Applicants studying in full-time colleges and universities in Nanning, fresh graduates are required to provide the Employment Recommendation Form for Fresh Graduates; Undergraduate and graduate students are required to provide student ID cards with complete registration information;

(4) Servicemen and armed police should provide military officer's cards or police officer's cards when applying in the service place (Nanning). If the service place cannot be displayed on the certificate, the personnel relationship certificate issued by the subordinate unit or the personnel department of the unit organization shall be provided. The format of the certificate depends on the provisions of the unit or unit, and the certificate should clearly indicate the applicant's service location;

(5) Hong Kong, Macao and Taiwan residents applying in their place of residence (Nanning) need to provide residence permits for Hong Kong, Macao and Taiwan residents; Hong Kong, Macao and Taiwan residents who apply for accreditation in Nanning, where the primary and secondary school teacher qualification examination is located, need to provide a residence permit for Hong Kong, Macao and Taiwan or a pass for Hong Kong and Macao residents to and from the mainland, valid for 5 years in mainland travel permit for taiwan residents.

4. Physical examination report (valid within one year) or notice.

5. Putonghua proficiency test grade certificate (no need to provide if the system has been verified).

6. Academic certificate. If academic information is compared with electronic information in Xuexin.com, it is not necessary to provide it. Academic qualifications obtained in Hong Kong, Macao and Taiwan and abroad should also provide the corresponding academic degree certification issued by the Study Abroad Service Center of the Ministry of Education.

In the process of material review, the applicant's Electronic Registration Form for Academic Accreditation of the Ministry of Education or China Higher Education Accreditation Report (applied online in www.chsi.com.cn, Xuexin.com) will not be accepted for academic qualifications that cannot be directly compared and verified by the national information system (except secondary vocational school qualifications), otherwise it will be regarded as unqualified academic qualifications. Applicants are advised to verify their academic qualifications in Xue Xin. If it cannot be verified, please apply for a certification report in time. Applicants with Hong Kong, Macao and Taiwan education or foreign education should be certified in the online service hall () of the Study Abroad Service Center of the Ministry of Education in advance, so as not to affect the appraisal.

7. Certificate of passing the examination (provided by the applicant as appropriate).

(1) Certificate of passing the qualification examination for primary and secondary school teachers within the validity period (no need to provide the certificate that the system has passed the verification). Affected by the epidemic situation in COVID-19, the validity of the Certificate for Primary and Secondary School Teachers, which expired on June 30th, 2020 and February 3rd, 2020, was extended 1 year.

(2) College graduates who participate in the reform of exemption certification shall provide the "Professional Ability Certificate for Teachers of Normal Students" within the validity period (those who pass the certification system need not provide it).

(3) Full-time normal graduates who applied for admission in 20 1 year and 202 1 year before shall provide1copy of the enrollment plan, admission roster, courses and transcripts, teaching practice appraisal and other supporting materials stamped with the official seal of the school.

8. To apply for the qualification of internship instructor in secondary vocational schools, it is necessary to provide professional and technical positions equivalent to assistant engineers and above or technical grade certificates for intermediate and above workers.

9. If the on-site confirmation materials are entrusted, the power of attorney (see Annex 5 for details) and the original ID card of the client shall be provided.

For all documents that cannot be verified online, the applicant needs to provide the original documents to the confirmation point for on-site verification and confirmation. If the materials submitted by the applicant are incomplete or do not meet the requirements, they shall be completed before the termination of the site confirmation designated by the recognized institution.

Verb (short for verb) others

(1) Requirements for epidemic prevention and control. Applicants should strictly follow the requirements of the teacher qualification accreditation body on the prevention and control measures of COVID-19 epidemic, and submit materials to the site confirmation point at wrong time and wrong peak. Counties (districts), the Education Bureau of the Development Zone and the Administrative Examination and Approval Bureau should arrange their time reasonably, and make overall plans for the prevention and control of epidemic situation and the identification of teachers' qualifications.

(2) The applicant has no criminal record to verify. According to the Notice of the Ministry of Public Security and other 12 departments on Printing and Distributing (Opinions on Improving and Standardizing the Issuance of Certificates by Public Security Police Stations) (G.T.Z. (20 16) No.21), the certificate that the mainland applicant has no criminal record shall be verified by the local teacher qualification accreditation body to make a conclusion to the public security organ, and no personal submission is required. The certificate that Hong Kong, Macao and Taiwan residents have no criminal record shall be issued by the applicant himself. When necessary, after the accreditation body summarizes the list of applicants from Hong Kong, Macao and Taiwan, the Municipal Education Bureau shall report to the Education Department of the autonomous region for unified correspondence.

(three) according to the relevant provisions of the state, the same applicant can only identify one teacher qualification in the same year.

(4) For the matters not covered in the above arrangements, please refer to the announcement issued by the education administrative department or the administrative examination and approval department of each county (district) or development zone, and please refer to it in time, and make online declaration and on-site audit according to the specified time, place and requirements. If the application is not completed within the specified time due to reasons such as missing the application time, choosing the wrong accreditation body or on-site confirmation point, incorrect application information or incomplete submission materials, the accreditation body will no longer accept the application, and the responsibility will be borne by the applicant himself.

(5) The applicant shall make a true and correct statement in his personal letter and notification letter. If it does not conform to the facts, it is an act of practicing fraud and defrauding teachers' qualifications. Once verified, the accreditation body and relevant education administrative departments will handle it according to relevant national laws and regulations.

(6) Teacher qualification is implemented in the whole region. Teachers' qualification accreditation institutions at all levels shall, in accordance with the provisions of the Measures for the Implementation of Teachers' Qualification Regulations, complete the filing of relevant information on teachers' qualification accreditation in a timely manner.

(7) The teacher qualification certificates (including internship guidance) issued by Nanning for senior middle schools and secondary vocational schools and the Application Form for Teacher Qualification are only stamped with the special seal for administrative examination and approval of Nanning.
