10 On September 9th, according to Liuyang Housing and Urban-Rural Construction, Liuyang Housing and Urban-Rural Development Bureau, Liuyang Natural Resources Bureau and Liuyang Finance Bureau jointly issued Several Measures for Promoting the Stable and Healthy Development of Liuyang Real Estate Market (hereinafter referred to as the Measures).

There are eight measures in the Measures, including limited payment of housing subsidies; Support the orderly demolition of non-residential buildings; Adjust the payment ratio and time limit of land transfer price; Adjust the payment node of urban infrastructure supporting fees; Strengthen the real estate credit support of financial institutions; Strengthen the supervision of pre-sale funds of commercial housing; Standardize the behavior of the real estate market; Encourage housing enterprises to formulate their own profit-making policies.

In terms of limited payment of housing subsidies, the Measures mentioned that during the period from September 10, 2022 to February 28, 2023, new commercial housing will be purchased in the administrative area of Liuyang City, and housing subsidies will be paid according to the actual deed tax 100%, and online signing of commercial housing contracts and payment registration of deed tax and property maintenance funds will be completed.

At the same time, according to the document "Several Policies for Deepening the Project of Strengthening the City with Talents in Liuyang (Trial)" (Liu [2022]17), Party and government organs and units introduce enterprise-recognized professionals into a class 1 10,000 yuan, a class of 400,000 yuan, a class of 200,000 yuan, a class of 80,000 yuan, and a class of e (full-time senior titles). In terms of supporting the orderly demolition of non-residences, the Measures mentioned that from September 10, 2022 to February 28, 2023, commercial and office non-residences (excluding industrial real estate and second-hand housing non-residences) with newly-built commercial housing were purchased in the administrative area of Liuyang City, and the online signing of commercial housing contracts, payment of deed tax and property maintenance fund and registration and filing were completed, and 50% of the subsidies were given to shops for starting businesses.

In encouraging real estate enterprises to independently formulate profit-making policies, the Measures propose to encourage real estate development enterprises to separately formulate relevant policies and measures to benefit consumers according to changes in the real estate market situation and the actual situation of enterprises.

The Measures also mentioned that since September 2022 10, the proportion of key funds for the supervision of pre-sale funds of newly-built commercial housing has been increased from 10% to 15%, so as to effectively safeguard the security of pre-sale funds of commercial housing. Adjust and set the application and use mode of pre-sale supervision funds (including non-key funds) as "peer-to-peer" allocation, and the funds in the pre-sale supervision account can only be directly allocated to the project users to ensure that all pre-sale funds are used for the development and construction of this project.
