The responsibilities of the Planning and Natural Resources Bureau are:

1. Fulfill the responsibility of various natural resource assets owned by the whole people and control all land and space uses;

This is the merger of the former Planning Bureau and the Land and Resources Bureau. The main task is to do the work of the former Planning Bureau and Land Bureau. The land is the soil consolidation center and the real estate registration center (including the township offices under its jurisdiction)

The Natural Resources Bureau mainly integrates the main functions of the former Municipal Bureau of Land and Resources and the Municipal Planning Bureau, and at the same time transfers the main functional area planning responsibilities of the Municipal Development and Reform Commission, the water resources investigation and ownership registration management responsibilities of the Municipal Water Resources Bureau, the forestry management responsibilities of the Municipal Agriculture Committee, and the management responsibilities of the former Municipal Environmental Protection Bureau, the former Municipal Urban and Rural Construction Bureau and the former Municipal Garden Bureau.

The responsibilities of the former Municipal Bureau of Land and Resources, such as farmland management, prevention of geological disasters, supervision and prevention of groundwater pollution, were assigned to the Municipal Bureau of Agriculture and Rural Affairs, the Municipal Emergency Management Bureau and the Municipal Bureau of Ecological Environment. In addition, the Municipal Bureau of Natural Resources retains the brand of the Municipal Forestry Bureau.
