You can't. Zhangzhou Health Vocational College is a full-time public higher vocational college, and there is no way to upgrade to undergraduate course. Candidates can choose other colleges and universities in Fujian Province to enter the college entrance examination. Zhangzhou Health School is actually the present Zhangzhou Health Vocational College. In 2004, with the approval of Fujian Provincial People's Government, it was upgraded to Zhangzhou Medical Nursing Vocational College. In 2007, it was officially renamed as Zhangzhou Health Vocational College.
