First, adhere to the purpose of service and do practical things for enterprises.

Adhere to the purpose of service, conduct investigation and study, and reflect the opinions and requirements of enterprises. Visited 30 enterprises throughout the year and held many symposiums. A special investigation was conducted on the problems existing in general contracting and bidding of construction market projects. "Dalian Construction Project Bidding Market Survey Report" is written for eight major problems, such as illegal subcontracting by the construction unit and the development unit, winning the bid at a low price in bidding, collusive bidding and lack of supervision. This paper analyzes the causes of the problems, and puts forward eight suggestions on strengthening the management of bidding market and strictly implementing the supervision and inspection of bidding law enforcement.

In view of the management of the construction labor market in our city, we sent special personnel to Beijing, Jinan and other places to study. Combined with the experience of foreign labor market construction and management and the situation of our city's construction labor market, this paper puts forward three suggestions to the Municipal Construction Committee on actively developing labor enterprises and reducing taxes.

In order to enable construction enterprises to better explore the construction market in other provinces and cities, we visited the construction sites of five enterprises including Guangjin Construction in Shenyang, Changchun and Harbin. After listening to the report of enterprise leaders, we communicated and contacted the local construction industry association, which solved some difficulties for enterprises to construct in other places. It also organized some entrepreneurs to visit Russia, and wrote an investigation report on Russian urban construction, construction market, real estate development and resources to the Municipal Construction Committee, which provided information for construction enterprises to go abroad and explore the Russian construction market. An experience exchange meeting on developing export-oriented economy was held, and the experiences of four construction enterprises, namely Guangjin Construction, Yongjia Group, Dalian Company of China Construction Eighth Bureau and Dalian Shengjian 'an Company, in developing export-oriented economy were summarized. And put forward the "Investigation Report on the Construction of Construction Enterprises in Dalian" to the competent business department, so as to put forward reference opinions for promoting the construction enterprises in our city to develop export-oriented economy faster and better.

The president also led the heads of relevant departments to hold on-site office meetings in enterprises such as Haichuan, Sanchuan and Hongkong Electric. Based on the comprehensive analysis of the existing problems in enterprises, this paper puts forward some suggestions on introducing talents and strengthening quality management. The leaders of the association also visited the enterprises in three groups to understand the situation of the enterprises, collected more than 20 problems that the enterprises urgently needed to solve, and came up with solutions one by one.

According to the needs of enterprises and the entrustment of the Construction Committee, the Association established the Industry Development Department in June, and cooperated with the Construction Management Office to take charge of the daily preliminary examination of enterprise qualification in place and upgrading. Over the past six months, a total of 83 enterprise qualification materials/kloc-0 have been reviewed. Among them, 59 enterprises have upgraded their qualifications (3 enterprises have been upgraded from Grade I to Grade II, 2 1 from Grade II, and 35 enterprises have been upgraded from Grade III to Grade II). The existing enterprise qualification is 8 1 family, and 43 new enterprise qualifications are added. And cooperate with the Construction Management Office and the Personnel Bureau to organize experts to assess and identify the qualifications of more than 2,000 second-level construction engineers.

In addition to daily recruitment, the city's construction industry talent market also held 46 job fairs for small and medium-sized talents. The associations of Lianjian System held three large-scale job fairs in Heping Square. More than 300 enterprises participated in the on-site recruitment, providing more than 3,300 jobs, and more than 130 people entered the talent pool for inquiry and online recruitment. More than 1200 people found jobs through on-site recruitment, recommendation and online recruitment. It not only provides a place for college graduates and all kinds of professional and technical personnel, but also basically meets the needs of enterprises for all kinds of talents.

Two, strengthen the total quality management, establish the concept of quality and brand awareness.

In accordance with the requirements of the Ministry of Construction on "strengthening total quality management, establishing the concept of great quality and brand awareness", starting with grasping high-quality projects, we will comprehensively improve the project quality management level of our city and improve the brand awareness of enterprises to create high-quality projects. There have been enterprises such as Guangjin Construction, Albin Group, Dalian Company of China Construction Eighth Bureau and Yida Huayu that have created the "Luban Award" for national quality projects. By striving for high-quality projects, it not only improves the visibility of enterprises, but also obtains brand benefits. At the beginning of the year, the Urban Construction Industry Association made the "Decision on Learning from Dalian Albin Group Co., Ltd." and held a site meeting in Albin Construction Group Company. More than 0/00 real estate development and construction enterprises and related personnel from the whole city attended the meeting, which fully publicized the experience of Albin Construction Group in "Quality First, Enterprise Prosperity by Quality" and the achievements of establishing five national Luban Prize projects in 10. All units are required to do a good job in project quality and produce more excellent projects to make new contributions to the revitalization of Dalian's construction industry. At the beginning of the year, we held the fourth session of the board of directors, and presented awards to the enterprises that won the National Luban Award, the Provincial Century Cup, the Municipal Xinghai Cup and the 2003-2004 Dalian Construction Integrity. After enterprise declaration and expert review, 89 high-quality projects of Xinghai Cup in Dalian were evaluated, 32 high-quality projects of Century Cup were recommended to the Provincial Construction Association, and 57 high-quality main projects were recommended to the China Construction Association, and the outpatient building of the Second Affiliated Hospital of Dalian Medical University 1 project was recommended to be built by Guangjin Construction Engineering Group. There are 3 provincial excellent quality management enterprises, 5 national customer satisfaction enterprises and 6 customer satisfaction projects. Through appraisal, the engineering quality of Dalian has been improved to a certain extent, which has been fully affirmed by China Construction Association and Provincial Construction Association.

Third, strengthen website construction and exchange information well.

At the beginning of the year, the Municipal Construction Association held an information work conference, summed up the information work in 2004 and put forward the information work plan for the new year. In strengthening the website construction, six columns, including the project manager column, have been added. We not only pay attention to the quantity of information, but also strive to improve the quality of information. Adjust and supplement the content of the column at any time according to the demand. Through various channels and links, we screened all kinds of information, enriched all kinds of columns, and published more than 8,000 pieces of information. At the same time, actively develop network members, expand the application scope of the website, and meet the various needs of enterprises. Technical guidance, consulting services and free training for information officers are well received by enterprises. It has also completed the project establishment of the materials management system and e-government system in the construction industry proposed to the Municipal Construction Committee and the Municipal Information Industry Bureau, and achieved certain results, and achieved excellent results in the application of electronic information technology in Dalian. The association was also rated as an advanced unit.

After revision and adjustment, Dalian Construction Industry Science and Technology, a publication of the association, has edited and published four issues, publicized 22 enterprises and published 52 papers, providing a platform for professional and technical personnel to communicate with the same industry in China.

Fourth, do a good job in all kinds of training.

According to the needs of all kinds of talents urgently needed by construction enterprises, explore various channels for running schools and carry out various trainings. On June 5438+ 10 this year, on the basis of last year's training, in cooperation with the Project Management Committee of China Construction Association, a national first-class training course for construction engineers was held in Dalian, and more than 400 people from all over the country and this city participated in the training. Co-organized a training course for general contracting and agent construction project managers with China Architectural Association. More than 300 people from Northeast China and North China participated in the training. Co-organized a pre-test training course for second-level builders with the Information Center of the Ministry of Construction, and nearly 100 people participated in the training. 1at the end of October, 165438+ will also hold a training course for the certification of senior and middle-level professional managers in Dalian engineering construction enterprises. We also cooperated with Dalian Bohai Law Firm to carry out the activities of sending France to enterprises and went to enterprises for on-site training. The Association has also sent lawyers to Zhuanghe and related enterprises in the city to carry out legal consultation activities many times, which has deepened the understanding of the Supreme People's Court's Interpretation of Applicable Laws in the Trial of Construction Contract Disputes, and improved the ability of construction enterprises to protect themselves and develop their business with the law as a weapon in practical work. The association also organized special training and lectures, attended by more than 300 people, which were welcomed by enterprises. This winter and next spring, we will continue to carry out legal consultation and training activities in enterprises. We also cooperated with Liaoning Yi Kai Law Firm to set up the Legal Advisory Office of the Association to provide legal consultation activities for enterprises.

Cooperate with relevant departments to complete various tasks assigned by leaders and superior departments. In May, we cooperated with the Municipal Labor Bureau to inspect the labor contracts of some construction enterprises, and also cooperated with the China Federation of Industry and Commerce to organize enterprises to declare the exemption of senior managers in the national engineering construction industry, and the first batch of 23 people obtained certificates. Cooperate with the Municipal Construction Committee to organize relevant enterprises to propose amendments to the relevant provisions of the Construction Law, such as construction funds, completion settlement, project supervision, etc., and assist the Legal Department to put forward constructive suggestions on strengthening self-discipline of the internal economic order of the construction industry and establishing a credit system. Participate in the comprehensive law enforcement inspection of the construction market organized by the Municipal Construction Committee, and organize some enterprise leaders to visit the construction market in the United States and Canada. In cooperation with the Science and Education Department of the Municipal Construction Committee, we held four promotion meetings on new products such as building energy efficiency, and organized 10 enterprises to participate in the city-wide publicity day on building energy efficiency held in the Olympic Square. And do a good job in the daily filing and annual inspection of construction industrial products. In order to promote 10 new technology in the construction industry, we distributed "New Technology in Construction Industry 10 (2005)" to enterprises, and distributed more than 300 related materials such as "Excellent Performance Evaluation Standard", which made various preparations for enterprises to fully implement the excellent performance standard. Co-hosted the economic and trade delegation of Huaxia Cultural and Economic Exchange Association in Taiwan Province Province, China. It also received relevant departments of associations from more than ten provinces and cities such as Qinghai, Lanzhou and Xinjiang to study and inspect. Six, strengthen self-construction, do a good job in party member's advanced education.

According to the deployment of the Party Committee of the Municipal Construction Committee, guided by the 16th National Congress of the Communist Party of China and Theory of Three Represents, the Party branch of the Association launched an education activity to maintain the advanced nature of party member in the first half of the year. Everyone systematically studied the Articles of Association of China * * * Producing party member and a series of articles on strengthening Party building. Each party member wrote more than 20,000 words of reading notes. We actively explore new ideas of association work, strengthen theoretical study and professional study, and strive to improve the overall quality. In line with the purpose of serving enterprises, we strive to make the construction industry better. After the completion of Baoxian education, two non-party activists were recruited to join the party organization. Approved by the Party Committee of the Construction Committee, the branch was changed in September. In addition, according to the requirements of the municipal government on the construction of conservation-oriented institutions, combined with the actual situation of the association, 24 conservation measures have been put forward from five aspects, such as electricity saving and water saving, and have been implemented. In short, through study and rectification, everyone's enthusiasm has been stimulated, and the work of the association has shown a positive new situation.

Expand columns, increase information, expand information exchange, increase network personnel, do a good job in training information personnel, and do a good job in enterprise e-government project declaration and application software promotion.

Fourth, do a good job in various appraisal work.

Do a good job in recommending the 2006 National Luban Award, outstanding achievements in national quality management, provincial Century Cup and excellent quality management enterprises, and at the same time do a good job in the selection of Xinghai Cup quality projects, advanced construction enterprises, excellent enterprise managers and honest enterprises. Five, do a good job in the promotion of four new technologies

Cooperate with the Science and Education Department of the Construction Committee to promote scientific and technological achievements and new products, and do a good job in daily product filing and annual inspection.
