It is reported that in order to promote the management of the points system for the floating population in our county, the Yuhuan county government has adopted the Provisional Regulations on Residence Permit (Order No.663 of the State Council), the Implementation Opinions of the People's Government of Zhejiang Province on Further Promoting the Reform of the Household Registration System (Zhejiang Zhengfa [215] No.42) and the Regulations on the Management of the Points System for the Floating Population in Yuhuan County (Yu Zheng)

Detailed Rules for the Management of Floating Population Points System in Yuhuan County

Article 1 In order to promote the management of floating population points system in our county, According to the Provisional Regulations on Residence Permit (the State Council Order No.663), the Implementation Opinions of Zhejiang Provincial People's Government on Further Promoting the Reform of Household Registration System (Zhejiang Zhengfa [215] No.42) and the Regulations on the Management of Floating Population Points System in Yuhuan County (Yu Zhengfa [216] No.11), these rules are formulated in combination with the actual situation of our county.

article 2 the office of the county floating population service management Committee is specifically responsible for the implementation of the floating population point system management, developing and maintaining the point system management module of "Zhejiang province floating population comprehensive information platform", organizing, coordinating and guiding all towns (streets) to carry out the floating population point system management, and accepting complaints related to the floating population point system management.

the office of the county floating population service management Committee entrusts each township (street) to be specifically responsible for the application acceptance, data preliminary examination and data entry of the floating population point system management.

relevant functional departments at the county level shall, within the scope of their duties, assist the office of the county floating population service management Committee and all townships (streets) to do a good job in the management of floating population points system.

each township (street) shall set up an application window for the management of floating population points system, which shall be responsible for uniformly accepting applications for the management of floating population points system.

article 3 non-county household registration personnel who have worked and lived in this county and have applied for the Zhejiang residence permit or held the Zhejiang temporary residence permit for more than half a year (including half a year) shall be included in the management scope of the floating population points system in Yuhuan county upon their own application and verification by relevant functional departments. Among them, if the floating population has one of the following circumstances, it will not be included in the management scope of the floating population points system in Yuhuan County: < P > (1) Joining illegal organizations such as cults and terrorists;

(2) Having a criminal record in the last five years.

Article 4 The floating population shall, in principle, apply to the township (street) where it lives, provide relevant certification materials according to the scoring indicators set in the Scoring Standard for the Management of Floating Population in Yuhuan County (see the annex for details), and fill in the application form.

(2) Select materials.

1. Education level. Original and photocopy of academic certificate should be provided.

2. skill level. The original and photocopy of professional and technical qualification certificate, professional qualification certificate or professional title certificate shall be provided.

3. Special status. Original and photocopy of party member, League members, members of democratic parties, demobilized (ex-servicemen) and other relevant identification certificates shall be provided.

4. labor contract. The original and photocopy of the labor contract stamped with the official seal of the employer shall be provided.

5. Social security. The original and photocopy of relevant certification materials for participating in social insurance in Yuhuan shall be provided.

6. Enterprise backbone. The original and photocopy of the employment certification materials stamped with the official seal of the employer shall be provided.

7. Talent introduction. Original and photocopy of relevant certification materials for talent introduction shall be provided.

8. Patent innovation. The original and photocopy of the patent certificate shall be provided.

9. Recognition and reward. The original and photocopy of the award-winning certificate or honorary certificate shall be provided.

1. Charity. Proof of volunteers and volunteer service issued by volunteer organizations shall be provided; Accept the original and photocopy of the donation certificate, blood donation certificate, honorary certificate of donating hematopoietic stem cells and other materials issued by the donor institution; Original and photocopy of employment certificate or certification materials of foreign party organizations at all levels.

11. Investment tax. The original and photocopy of the business license and the tax payment certificate issued by the tax authorities shall be provided; Where a limited liability company or a joint stock limited company is invested, the articles of association shall be provided.

12. Participate in and discuss state affairs. Party committees, people's congresses and CPPCC institutions at all levels shall provide the original and photocopy of the identity certificates of party representatives, people's congresses and CPPCC members.

Article 5 Each township (street) shall review the accepted materials after receiving them. If there is any objection to the true situation of the materials, it shall be submitted to relevant institutions or departments for review. After the data is audited, the scores of each township (street) are counted and entered into the management module of the integral system of the floating population information system in Zhejiang Province, and the integral personal files are established. Applicants can check the points through the websites of relevant functional departments or the application window of floating population points system.

Article 6 The integral situation of floating population shall be dynamically adjusted in the integral system according to the changes of relevant indicators. The floating population who implement the point system management shall provide relevant certification materials in time and adjust the accumulated points after the relevant indicators change.

article 7 in the case of the same accumulated points and tied rankings, the scores obtained from the three basic points, such as personal quality, work social security and residence, shall be ranked separately in turn; if the rankings are still tied, the ranking of points shall be determined according to the time when the application is filed.

Article 8 The floating population shall enjoy the treatment of enrolling their children in public schools, renting public housing and so on according to the points, and only take the points of one spouse. Migrant children who lose their parents' custody due to their parents' death or other reasons may apply for points admission in the name of other legal guardians.

article 9 if an applicant forges or provides false application materials, once it is discovered, his qualification for points management will be terminated, the points obtained will be cleared, and the relevant benefits he enjoys will be invalid accordingly. The applicant and his spouse are not allowed to apply for points system management again within 3 years from the date when they are found to have forged or provided false information.

Article 1 The school-age children of the floating population who have accumulated a certain score can apply for admission to public schools in the compulsory education stage (only for freshmen in the first grade of primary school and junior high school). The specific operation process is as follows:

(1) The county government provides a certain number of places for admission to public schools every year according to the distribution of educational resources in towns (streets) (hereinafter referred to as "the number of admission indicators"). The

standard number of enrollment in that year was drawn up by the county education bureau, submitted to the county government for approval after deliberation by the county floating population service management joint meeting, and announced to the public in due course.

(2) The floating population who need to enjoy the treatment of children attending public schools in compulsory education stage must apply to the township (street) where they live before September of the previous year to June 15th of that year.

(3) The office of the county floating population service management committee ranks the applicants according to the scores reported by the towns (streets), and submits the ranking after publicity to the county education bureau. According to the published number of admission indicators and the ranking of floating population points, the county education bureau makes overall arrangements for enrolling in public schools; Those who do not obey the arrangement will no longer enjoy this treatment in principle.

Article 11 The floating population whose accumulated points reach a certain value and meet the relevant requirements for the management of public rental housing in Yuhuan County may apply for renting public rental housing.

(1) The county government determines whether to announce the index number to the public according to the construction and use of public rental housing in that year. When there are indicators, the county housing security management agencies to develop, the county floating population service management joint meeting after deliberation and reported to the county government for approval, and timely announced to the public.

(2) The audit procedures and management of public rental housing shall be subject to the relevant regulations on the management of public rental housing in Yuhuan County.

Article 12 After the floating population moves into Yuhuan's household registration, its point system management will automatically terminate.

(5) Communist Youth League Committee: responsible for checking the identity of Youth League members.

(6) Personnel Deputies Working Committee of the Standing Committee of the County People's Congress: responsible for verifying the identities of deputies (or non-voting personnel) at all levels.

(7) county CPPCC members' working Committee: responsible for checking the identity of CPPCC members at all levels.

(8) county economic and information bureau: responsible for checking the situation of ordinary employees and those who hold middle-level and above leadership positions in the "three dragons" enterprises.

(9) County Education Bureau: responsible for the verification of academic certificates.

(X) County Science and Technology Bureau: responsible for the verification of patent certificates.

(11) County Public Security Bureau: responsible for the verification of resident identity cards and criminal records.

(12) County Civil Affairs Bureau: responsible for verifying the marital status certificate.

(XIII) County Local Taxation Bureau: responsible for checking the local tax payment vouchers of enterprises and individual taxpayers.

(14) County Human Resources and Social Security Bureau: responsible for checking the social security payment certificate, professional qualification certificate, professional and technical qualification certificate, talent shortage certificate, talent introduction certificate in Yuhuan County and the signing of labor contracts.

(15) real estate right management department: responsible for checking the real estate license (real estate right).

(16) County Health and Family Planning Bureau: responsible for the verification of blood donation certificates, marriage and childbirth certificates and family planning management.

(XXI) County Red Cross Society: responsible for checking the honorary certificate of donating hematopoietic stem cells.

(XXII) County Volunteers Association: responsible for verifying the certificates of people who participate in volunteer activities.

(XXIII) Receiving institution: responsible for checking the donation certificate issued by itself.

the award-winning certificate or honorary certificate provided by individuals shall be verified by the relevant departments of the county to the issuing institution.

article 15 in the process of applying for the management of the points system, if the floating population has any objection to the implementation of the relevant units, it may submit it to the office of the county floating population service management Committee. If the investigation is true, all relevant units shall immediately correct it.

article 16 if the state, province and city have other special provisions on the management service of floating population, those provisions shall prevail.

article 17 these rules shall come into force as of April 1, 216, and the implementation rules for the management of floating population points system in Yuhuan county (for trial implementation) (No.11 [214] of Yu Zheng ban fa) shall be abolished at the same time.

management scoring standard of floating population points system consists of three parts, namely, basic score, additional score and deduction score, in which the basic sub-indicators include personal quality, work social security and living conditions, and the additional sub-indicators include talent introduction, patent innovation, recognition and reward, charity and public welfare.

the points earned by the floating population are the cumulative points of the above points, that is, the total points = basic points+additional points+deduction points. The details are as follows:

1. Basic score (2 points)

(1) Personal quality score (1 points) = education level (45 points)+skill level (45 points)+age (5 points)+special status (5 points)

1. Education level (45 points). According to the floating population has the highest educational level recognized by the state, high school (technical secondary school) is 1 points; College is 15 points; Undergraduate course is 25 points; 35 points for postgraduate students; 45 points for doctoral students.

2. skill level (45 points). (2) Work social security score (7 points) = labor contract (2 points)+social security (3 points)+enterprise backbone (2 points)

1. Labor contract (2 points). For signing and performing labor contracts continuously in Yuhuan, 2 points will be added for each full year of work, with a maximum score of 2 points (that is, 2 points will be added for those who have signed and performed labor contracts continuously for 1 years or more).
