Xianyang introduced 20 measures to stabilize the economy

In order to thoroughly implement the decision-making and deployment of the central province to stabilize the economic market and ensure the economic operation in a reasonable range, combined with the actual development of Xianyang, the following policies and measures are formulated:

◆ Accelerate the release of industrial capacity

1. Encourage enterprises to achieve full production and increase efficiency. Industrial enterprises that have made great contributions in the first half of the year will be given a one-time financial support of 500,000-500,000 yuan according to their scale and growth rate.

2. Increase disaster relief efforts. For 65,438 industrial enterprises that have reduced production in June-May and achieved positive growth in the second quarter, a one-time financial support of 500,000-500,000 yuan will be given according to the scale and growth rate.

3. Support small and medium-sized enterprises to accelerate their growth. For newly cultivated industrial enterprises included in the large enterprise library, each household will be given 200,000 yuan of support funds, which will be allocated quarterly.

4. Extend the phased unemployment rate reduction policy. Since July 1 this year, the policy of reducing unemployment insurance premium and industrial injury insurance premium rate by stages has been extended for another year, and the implementation period of the policy will be June 30, 2023.

5. Implement phased social security fee holdover policy. Enterprises facing temporary difficulties in production and operation, unable to pay social insurance premiums in full, can apply for holdover of work-related injury insurance premiums and unemployment insurance premiums, and the holdover period shall not exceed 6 months; Insured enterprises in catering, retail and tourism industries will be included in the scope of key support, and the allowed deferred payment period will not exceed 1 year. We will implement phased deferred pension insurance, unemployment insurance and industrial injury insurance policies for five extremely poor industries, including catering, retail, tourism, civil aviation and road and railway transportation. Individual industrial and commercial households and all kinds of flexible employees who participate in the basic old-age insurance for enterprise employees in their personal capacity may voluntarily apply for holdover until the end of 2023 if they have difficulty in paying the old-age insurance premium in 2022.

◆ Fully expand effective investment.

6. Accelerate project construction. Accelerate the construction progress of key projects in 433 cities, with the operating rate reaching over 85% by the end of June, and all projects will be started by the end of August. By the end of June, the issuance quota of this year's special bonds was 6.55 billion yuan, which was basically used by the end of August, effectively enhancing the investment potential. Strictly implement the Measures of Xianyang Municipality for Promoting the Stable and Healthy Development of the Real Estate Industry to promote a virtuous circle of the real estate industry.

7. Take precautions and start a number of infrastructure projects. Basic mature infrastructure projects such as flood control and disaster reduction, reinforcement of dangerous reservoirs, construction and renovation of irrigation areas, comprehensive three-dimensional transportation, rural roads, etc. will start construction ahead of schedule this year. Promote the implementation of a number of new infrastructure projects such as 5G base stations and industrial Internet. City and county finance allocated 654.38+0 billion yuan of project construction guarantee funds.

8. Support PPP project construction. For projects with a total investment of 300-500 million yuan, 50-654.38+0 billion yuan and 65.438+0 billion yuan, social capital investors will be given financial subsidies of 500,000 yuan, 800,000 yuan and 6.5438+0 million yuan respectively.

9. Accelerate urban renewal. We will speed up the construction of old residential areas in 300 cities, the transformation of gas pipe network, the diversion of rain and sewage, and the transformation of urban utility tunnel and residential areas. Support the issuance of local government urban renewal special bonds.

10. Increase support for newly started industrial projects. In June, July and August this year, industrial projects with newly started construction 1 billion yuan or more will be given one-time support funds of 200,000 yuan, 300,000 yuan and 500,000 yuan respectively according to the investment scale.

◆ Fully stimulate consumption potential.

The municipal finance and counties and cities will bear the burden according to the ratio of 1: 1, and 30 million yuan of comprehensive coupons and special coupons will be issued. Comprehensive coupons are used for commercial wholesale and retail enterprises above designated size, accommodation and catering enterprises, cultural and tourist attractions, etc. Special coupons are used to buy household appliances and passenger cars in household appliance sales enterprises and automobile sales enterprises above designated size.

12. Actively develop the night economy. Develop fixed places, improve basic conditions, allow catering enterprises and small and micro businesses to carry out outdoor operations, and cultivate more night consumption markets.

◆ Strengthen financial support.

13. Rent reduction. For small and micro enterprises in the service industry and individual industrial and commercial households renting houses for the operation of state-owned assets, the rent reduction and exemption will be extended until the end of June, and it may be extended appropriately if it is particularly difficult.

14. Increase financial and credit support. For the top ten banking institutions in the city's SME financing loan growth rate in 2022, each bank will reward 300,000 yuan. Financial institutions are encouraged to postpone the repayment of principal and interest, and each bank institution that ranks in the top ten in the city in 2022 will be rewarded with 200,000 yuan. Encourage local corporate financial institutions to make full use of the central bank's refinancing to issue loans at preferential interest rates, and give 50% preferential treatment to the use of central bank's refinancing funds.

15. Expand the financing scale. Government financing guarantee companies provide loan guarantees to small and medium-sized enterprises, and charge policy guarantee fees by half; Small loans for supporting agriculture are free of guarantee fees. Accelerate the market-oriented reform of financing platforms, quickly improve the market-oriented investment and financing capabilities of financing platforms, and give 500,000 yuan of support funds to platform companies whose market-oriented financing scale is doubled from 202 1.

16. accelerate the progress of fiscal expenditure. Strengthen the management of financial budget implementation, comprehensively accelerate the progress of municipal general public budget implementation, make overall use of all kinds of income and special funds, adjust and optimize the expenditure structure, and in principle, the progress of financial budget expenditure will reach more than 60% before the end of June. Accelerate the disbursement of various special funds and promote the project landing with the implementation of funds. Adjust the cost standard of municipal grain reserves to 0.0545 yuan per catty per year to ensure the safety of grain reserves.

◆ Go all out to stabilize employment

17. Support enterprises to expand jobs and promote employment. Small and medium-sized enterprises that recruit college graduates in the graduation year, sign labor contracts 1 year or more and have paid endowment insurance for employees of urban enterprises will be given a one-time employment subsidy according to the standard of 2000 yuan per person.

18. Continue to expand the scale of employment. Actively build a job-seeking recruitment platform, organize and carry out five special actions such as "campus recruitment", "visiting enterprises to promote employment", "all enterprises enter the campus plan", "accurate employment guidance service action" and "assistance action for groups with employment difficulties", organize and carry out activities such as on-site attachment, live broadcast policy and online career guidance, organize 300 job fairs throughout the year, make good use of posts in various industries, and publish job information1.

◆ Continuously optimize government services.

19. Simplify project approval. Directly reply to the feasibility study report for government investment projects with single construction content, small investment scale and simple technical scheme; For major industrial projects, the "tolerance acceptance+notification commitment system" is implemented for approval.

20. Increase subsidies for nucleic acid testing. The system of "picking up, leaving and chasing" is implemented for foreign salty freight vehicles, and nucleic acid detection and antigen detection are carried out free of charge. Conduct regular nucleic acid testing for commercial enterprises, catering enterprises and logistics enterprises within the city, and give no less than 50% subsidies.

A package of national policies and measures to stabilize the economy and relevant supporting policies issued by the municipal level have been fully implemented in our city. Where similar policy standards are inconsistent, the principle of "from high to non-repetition" shall apply.
