From the mid-1990s, 1995, in order to solve the "three rural issues", Jiangsu Province took the lead in recruiting college students as rural grassroots cadres. From 65438 to 0999, Hainan Province started the plan of "village officials" for college students, and cities and counties such as Ding 'an, Lingao and Dongfang successively organized the recruitment of "village officials" for college students. In the same year, Ningbo City, Zhejiang Province adopted the open recruitment method, becoming the first region in China to implement the plan of "one university student per village".

In July 2005, the General Office of the Central Committee and the General Office of the State Council issued the Opinions on Guiding and Encouraging College Graduates to Face Grassroots Employment.
