Nineteenth county and township (town) people's governments should increase investment in forest land and grassland construction, support and encourage units and individuals to take replanting and other measures to improve and cultivate forest land and grassland and restore ecological vegetation. Twentieth County People's Government shall, at the beginning of each year, make statistics on the average output value of grasslands in the first three years of closing hillsides for grazing prohibition, and announce it to the public. Chapter III Legal Liability Article 21 Anyone who violates the provisions of Article 14 of these regulations shall be dealt with in accordance with the following provisions:
(1) Grazing or stocking herbivores such as horses, cattle and sheep in the no-grazing area shall be ordered to stop the illegal behavior, and a fine of 50 yuan to 150 yuan may be imposed on each animal; If vegetation is damaged, it shall be ordered to restore vegetation within a time limit, and if losses are caused, it shall be liable for compensation according to law.
(II) Whoever destroys or moves without authorization the grazing prohibition signs, boundary markers, fences and other facilities shall be punished in accordance with the Law of People's Republic of China (PRC) on Public Security Administration Punishment and ordered to make restitution within a time limit. If no correction is made within the time limit, it shall be dealt with in accordance with the Regulations of Hebei Province on Closing Hillside for Afforestation, and if losses are caused, it shall be liable for compensation.

(five) management, entertainment, horses and other unauthorized entry into the grassland, shall be ordered to stop the illegal behavior, the deadline to restore vegetation, confiscate the illegal income, and may impose a fine of more than two times the illegal income; If there is no illegal income, a fine of not less than six times but not more than twelve times the average annual output value in the three years before the grassland was destroyed may be imposed; If losses are caused, it shall be liable for compensation according to law. Those who enter the forest land without authorization shall be punished in accordance with the Regulations of Hebei Province on Closing Hillside for Afforestation.
