What are the recruitment conditions in sichuan-tibet railway?

Sichuan-tibet railway recruitment conditions:

(a) sichuan-tibet railway candidates must meet the standards of good cadres in the new period, and meet the following conditions:

(2) Recruitment in sichuan-tibet railway does not accept applications under any of the following circumstances:
