Article 2 These regulations apply to units and individuals that produce, sell, transport and use ready-mixed mortar within the administrative area of ??this city.

Article 3 Ready-mixed mortar as mentioned in these regulations refers to mortar mixtures produced by professional manufacturers and used in various construction projects, including dry-mixed mortar and wet-mixed mortar.

Article 4 Establish a work linkage mechanism for the departments of economy and trade, construction, industry and commerce, public security, transportation, environmental protection, quality inspection, etc., and give full play to the coordinating role of the leading group for the development of bulk cement, so that all member units can work in the field of ready-mixed mortar In the promotion and application, each person performs his or her own duties, coordinates and solves the relevant problems in the production, promotion and application of ready-mixed mortar, and ensures the interconnection between the production, circulation and use of ready-mixed mortar.

Article 5 The bulk cement competent department and the bulk cement office are responsible for the development and management of ready-mixed mortar production in their respective administrative regions. The specific responsibilities are:

(1) Implement national and provincial policies and regulations related to the development of ready-mixed mortar and prohibition of on-site mixing of mortar, and formulate corresponding measures based on local realities and implement them;

(2) Prepare ready-mixed mortar development plans and annual plans, guide and standardize the rational layout of enterprises, and avoid blind development and waste of resources;

(3) Implement a record-keeping management system for ready-mixed mortar production enterprises, and the municipal government will The Bulk Cement Office accepts the project registration and pre-production filing materials of ready-mixed mortar production enterprises within the administrative area of ??this city, and reports them to the Provincial Bulk Cement Office for filing;

Article 6 The construction administrative department shall strengthen the supervision and management of the use of ready-mixed mortar in accordance with urban construction planning and the development requirements of the construction industry.

The specific responsibilities are:

(1) Prepare budget quotas for ready-mixed mortar, and regularly prepare guide prices for ready-mixed mortar, so that construction, design, and construction units can include the application of ready-mixed mortar in the project budget;

(2) Responsible for the bidding management of the use of ready-mixed mortar. For projects that must be bid according to law, the use of ready-mixed mortar must be included in the scope of bidding;

(3) Responsible for the management of pre-mixed mortar. Supervise the quality of the mortar construction site and use process, and control the quality of market applications;

(4) Responsible for and work with the Bulk Cement Office to conduct supervision, inspection and administrative enforcement of the construction site, and carry out on-site enforcement for violations of regulations The mixing unit shall be punished accordingly.

Article 7 The public security department shall issue traffic signs to special vehicles for ready-mixed mortar in accordance with relevant regulations and allow them to pass through relevant urban areas. The transportation department, together with the public security department, will strengthen the supervision of vehicle transportation and loading behaviors to prevent vehicles from overloading and overloading.

Article 8 The quality and technical supervision department must strengthen the quality supervision of ready-mixed mortar production and its products; the environmental protection department must do a good job in the early environmental assessment of ready-mixed mortar production enterprises and the environmental protection monitoring after production; industrial and commercial The department should communicate information in a timely manner and notify the company to register with the Bulk Cement Office after pre-checking its name and approving its registration.

Article 9 Starting from July 1, 2008, all urban construction projects with a construction area of ??more than 10,000 square meters or a total project cost of more than 10 million yuan must use ready-mixed mortar, of which government investment Projects should be the first to use ready-mixed mortar and take the lead in energy conservation and emission reduction. Starting from July 1, 2009, on-site mixing of mortar is completely prohibited in all urban construction projects.

All county-level cities should simultaneously promote the use of ready-mixed mortar.

If there is any of the following circumstances and it is really necessary to mix mortar on site, the construction or construction unit shall submit a written reason and the construction and environmental protection administrative departments shall conduct an evaluation. Construction without authorization or without approval of the assessment shall not be carried out in violation of these regulations. At the same time, the evaluation opinions are reported to the Bulk Cement Office for record:

(1) Due to the special needs of the construction project, the ready-mixed mortar enterprise cannot produce;

(2) Due to road reasons, The ready-mixed mortar transport truck cannot enter the construction site;

(3) Others that really need to be mixed at the construction site.

Article 10 The production, transportation and use of ready-mixed mortar should strictly comply with the Jiangsu Provincial Engineering Construction Standard "Technical Regulations for Ready-Mixed Mortar" (DGJ32/J13-2005) and other relevant mandatory standards and Standardize and comply with environmental protection and city appearance and sanitation management regulations.

Article 11 Newly built ready-mixed mortar production enterprises must be equipped with advanced process equipment and experimental testing equipment. The annual design production capacity of dry-mixed mortar enterprises shall not be less than 100,000 tons; wet-mixed mortar manufacturing enterprises must meet the requirements of the second-level and above production qualification regulations for ready-mixed concrete enterprises.

Article 12 Ready-mixed mortar production enterprises shall comply with relevant planning and environmental protection requirements, have corresponding production conditions, establish and improve a quality assurance system, and carry out standard management, process control, measurement management and quality inspection, etc. Strictly implement relevant regulations to ensure the quality of ready-mixed mortar.

Article 13 Ready-mixed mortar production enterprises must all use bulk cement that meets standard requirements. The enterprise's bulk distribution capacity of dry mixed mortar should reach more than 80%.

Article 14 In the production process of ready-mixed mortar, enterprises should use fly ash, desulfurization ash and artificial sand made from general industrial solid waste such as steel slag and industrial tailings to reduce the impact on natural Use of sand. Enterprises that meet the requirements for comprehensive utilization of resources can apply to the local economic and trade committee (bureau), and can enjoy preferential tax policies after being recognized by the relevant departments.

Article 15 Ready-mixed mortar production enterprises shall regularly submit relevant statistical reports to the local bulk cement office in accordance with relevant national and provincial regulations.

Article 16 For construction projects that use ready-mixed mortar in accordance with regulations, the usage volume and related requirements of ready-mixed mortar must be indicated when preparing the budget estimate and bill of quantities; for projects that are subject to bidding For engineering projects, the use of ready-mixed mortar must be specified in the bidding documents; construction companies should submit the ready-mixed mortar contract to the construction administrative department for record before construction permit. The construction administrative department shall strengthen the review of the above contents when handling relevant procedures.

Article 17 The construction unit shall include the ready-mixed mortar budget quota compiled and published by the construction administrative department into the project budget, and the use of ready-mixed mortar shall be included in the bidding documents for bidding projects; the design unit shall comply with the regulations. Ready-mixed mortar is used in the design; the construction unit must operate in strict accordance with the "Ready-mixed Mortar Technical Regulations", be equipped with necessary testing instruments and construction machinery, and include the ready-mixed mortar test report, quality certification and other information in the project technical files; supervision Units should strengthen supervision over the use of ready-mixed mortar in construction projects, and should promptly require construction and construction units to make corrections if ready-mixed mortar must be used but not used.

Article 18 Ready-mixed mortar users shall purchase ready-mixed mortar from enterprises registered with the Municipal Bulk Cement Office; projects using dry-mixed mortar shall all use bulk dry-mixed mortar.

Article 19 In order to better guide and promote the development of ready-mixed mortar, in accordance with relevant regulations, the purchase, maintenance and construction of special facilities and equipment, scientific research projects and application pilot demonstration projects for ready-mixed mortar shall be subject to After certification by experts and approval by the financial department, certain subsidies can be given in the special funds for bulk cement. Certain rewards will be given to units or individuals that have made outstanding achievements in promoting the development of ready-mixed mortar.

Article 20 If any construction project stipulates the use of ready-mixed mortar, and anyone mixes mortar at the construction site without authorization in violation of these regulations, the construction administrative department shall order him to make corrections within a time limit and impose penalties in accordance with relevant regulations. At the same time, the project is not allowed to participate in various project evaluation activities, and the special funds for bulk cement received in advance will not be refunded.

Article 21 Within one month after the completion of the project, the construction unit shall issue an original invoice for the use of ready-mixed mortar to the local bulk cement office (which will be returned after verification). The usage of ready-mixed mortar shall be less than the amount of the project. The part actually used will be regarded as on-site mixing (excluding the part that is indeed required to be mixed on site after evaluation), and the Bulk Cement Office will not refund the special funds for bulk cement received in advance.

Article 22 Violations of relevant regulations on product quality, environmental protection, city appearance and environmental sanitation shall be dealt with by the relevant administrative departments in accordance with the law.

Article 23 If relevant administrative personnel neglect their duties, abuse their power, or engage in malpractice for personal gain, they shall be subject to administrative sanctions; if a crime is constituted, criminal liability shall be pursued in accordance with the law.

Article 24 These regulations will come into effect on July 1, 2008.
