The heating management within the administrative areas of xingqing district, jinfeng district and Xixia District is the responsibility of Yinchuan Real Estate Management Bureau.
The heating administrative departments of Helan County, Yongning County and lingwu city are responsible for the heating management within their respective administrative areas, and accept the guidance and supervision of the municipal heating administrative department.
Construction, planning, environmental protection, power supply and other departments shall, in accordance with their respective responsibilities, cooperate with the heating administrative department to do a good job in urban heating. Article 4 Urban heating shall adhere to the principle of unified planning and rational layout, give priority to the development of centralized heating and clean energy heating, and restrict and gradually cancel decentralized boiler room heating. Gradually implement energy-saving transformation of heating system and heat metering and charging. Encourage the research, development, application and popularization of new heating technologies, new processes and new materials. Chapter II Heating Planning and Construction Article 5 The administrative department in charge of heating shall, jointly with the departments of planning, environmental protection, development and reform, construction, etc., work out a heating plan according to the overall urban planning, and organize its implementation after it is submitted to the people's government at the same level for approval. Sixth new construction, expansion and reconstruction of heat source plants, boiler rooms, heat exchange stations, pumping stations and other heating projects shall conform to the heating planning and environmental protection planning, and go through the relevant procedures according to the prescribed procedures.
Approved construction of urban heating projects, the construction unit or the heating administrative department shall first determine the qualified heating units. The recognized heating units shall participate in the design, completion and acceptance of heating projects.
The original heat source that does not meet the heating planning shall be integrated with the heating administrative department in a planned and step-by-step manner by the environmental protection department. Article 7 The design and construction of urban heating projects shall be undertaken by units with corresponding qualifications, and the relevant national technical specifications for design and construction shall be strictly implemented; The selected equipment, materials and measuring instruments shall meet the design requirements and the product quality standards stipulated by the state; The boiler installed and used shall go through the relevant formalities with the labor and technical supervision department. Eighth new residential buildings should meet the national building energy efficiency standards, central heating residential household control, and gradually implement heat metering. Houses without household control shall not be delivered for use.
Built houses that have not implemented building energy conservation and household control should be gradually transformed. Ninth need to be included in the heating network and meet the requirements of the network, the heating unit must sign a network agreement with the applicant. Within 30 days after the signing of the agreement, the heating unit shall file with the heating administrative department.
The heating network access agreement mainly includes network access area, cost standard, acceptance and handover agreement, maintenance responsibility during warranty period, rights and obligations of both parties and liability for breach of contract. Tenth in accordance with the planning and construction of heating projects need to cross a certain area, space or buildings, property units or property owners should cooperate. If losses are caused by construction, the construction unit shall compensate. New construction, reconstruction and expansion of heating projects that need heating in that year should be completed and put into use before the end of 10 in that year. Chapter III Heating and Heat Use Article 11 Urban heating shall be franchised, and operators shall be selected through bidding, and the operators shall meet the following conditions:
(1) It has funds suitable for its business scale;
(2) Having a sound service and safety management system;
(3) Having heating technicians and safety management personnel with corresponding professional qualifications;
(4) Other conditions stipulated by laws and regulations. Twelfth heating units should be in accordance with the heating planning to determine the scope of heating to heat users. Thirteenth heating units shall sign a written heat supply contract with heat users.
The heat supply contract shall include heating time, room temperature standard, charging standard and time limit, agreement on stopping heating and heating fee, maintenance responsibility of heating facilities, liability for breach of contract, etc. Article 14 The heating period is 1 1 in1every year to 3 1 in the following March. If it is necessary to advance or extend the heating period for special reasons, it shall be decided by the Municipal People's Government. Fifteenth heating units shall ensure that the temperature of residents' rooms is not lower than 65438 08 degrees Celsius during the heating period. The indoor temperature of non-resident users shall be subject to national standards or agreed by both parties in the heating contract.
Measures for the measurement and identification of indoor temperature shall be formulated by the municipal heating administrative department. Sixteenth without the consent of the administrative department in charge of heating, other units and individuals shall not dispose of the property rights and management rights of heat sources and heating pipe networks without authorization.
Without the consent of the administrative department of heating, the heating unit shall not stop or terminate the production and operation of urban central heating in whole or in part. Article 17 During the heating period, the heating unit shall not stop heating without authorization, but if it stops heating due to equipment failure or force majeure, the heating unit shall take timely measures to restore heating, notify the heat users within 12 hours, and report to the heating administrative department. Eighteenth heating units shall formulate operating rules and systems for heating operation, facility maintenance, overhaul and accident handling, establish and improve the heating safety system, and ensure the safe operation of the heating system.
The management personnel, stoker, thermal operation, maintenance and inspection personnel of the heating unit shall hold relevant certificates.
