Article 1 In order to ensure the smooth progress of local railway transportation and railway construction, ensure the safe and smooth operation of railways, and meet the needs of industrial and agricultural production, urban and rural construction and people's lives, these measures are formulated in accordance with the Railway Law of People's Republic of China (PRC) and relevant regulations, combined with the actual situation of our city. Article 2 The term "local railways" as mentioned in these Measures refers to railways invested, built, managed, operated and benefited by local people's governments, railways or special railway lines connected with national railways or other railway lines managed by enterprises or other units. Article 3 In Anshan area (including Haicheng, taian county and Xiuyan Manchu Autonomous County), except for the railways belonging to Shenyang Railway Bureau and Angang Special Railway, the railways of enterprises and institutions and special railway lines belong to local railways in Anshan area. Fourth local railway development and construction planning should be incorporated into the overall planning of urban development and land use, to ensure that the development of local railways is compatible with the development of various economic and social undertakings. Article 5 The local railway administration department of Anshan City is in charge of the local railway work in Anshan area. Anshan local railway management office is responsible for the specific work, and its specific duties are:

(a) conscientiously implement the national, provincial and municipal guidelines and policies on the development of local railways, and formulate long-term development plans and short-term construction and transformation plans for local railways in this Municipality in conjunction with relevant departments;

(two) the implementation of industry management of local railways in the whole region, the technical status and use of lines and ancillary equipment are tested, and problems are found, and they are ordered to make rectification within a time limit;

(three) in conjunction with the relevant departments, the feasibility study, preliminary design and completion acceptance of the new, expanded and technical transformation projects of local railways in the city;

(four) to check the qualifications of enterprises engaged in railway comprehensive engineering construction;

(five) in conjunction with the relevant departments to deal with lines, equipment, vehicles and personal injury accidents on local railways;

(six) on-the-job training for local railway employees;

Article 8 For the new construction, expansion and reconstruction of local railways, large and medium-sized repairs (including municipal facilities crossing local railways such as line construction, turnout laying, water supply and drainage, gas and communication), and the new construction or demolition of various online and offline facilities within the scope of railway land on both sides of the line, the property right unit shall submit the project report, feasibility study report, design scheme and other relevant information to the municipal local railway management office for approval before carrying out the construction drawing design. Article 9 For a local railway construction project with a national or collective investment of more than 500,000 yuan, the local railway authorities and the construction authorities shall, together with the construction unit, determine the construction unit through bidding. All units undertaking the new construction, expansion, reconstruction, large and medium-sized repair and maintenance projects of local railway construction in our city must have relevant qualification certificates such as Business License of Enterprise as a Legal Person, Construction Qualification Grade Certificate, Liaoning Construction Enterprise Safety Construction Qualification Certificate, etc., and can start construction only after being audited by the municipal local railway management office and other relevant departments. The required special equipment must be purchased from professional production and sales units. Tenth new construction, expansion, reconstruction and major and medium-sized repair projects, after the completion of the local railway management office in conjunction with the relevant departments, can be opened for use; Without acceptance or unqualified acceptance of local railways shall not be put into use. Eleventh special lines for factories and mining enterprises must apply to the municipal local railway management office before they are used together, and can only be opened after approval. Twelfth in grade crossing, where local railways and special lines are newly laid, the property right unit shall report to the municipal local railway management office for approval, and the municipal local railway management office shall, jointly with relevant departments, verify the grade and determine the management mode in accordance with relevant regulations. Enterprises, factories from the pipeline mouth by the property unit and the industry authorities, management departments signed a safety agreement, responsible for traffic safety. Article 13 When loading and unloading goods on local railways, the goods must be loaded and unloaded at the designated cargo space, and the stacking position must be more than 1.5 meters away from the outside of the rail head. Loading and unloading of dangerous and flammable goods should be carried out in strict accordance with relevant regulations. Fourteenth property units to dismantle existing railway equipment, must apply to the local railway management office. After being approved by the municipal local railway management office in conjunction with the traffic control and relevant unit departments, the construction will be carried out by a professional team with corresponding qualifications to ensure the normal use of the tie line and traffic safety. Article 15 When local railway transportation is interrupted due to natural disasters or accidents, the local railway authorities shall promptly organize emergency repairs, and the local people's governments shall mobilize units and residents along the railway to assist the local railway authorities in removing roadblocks, repairing railways and ensuring the safe and smooth railway transportation.

In the event of an accident on a local railway line, the property right unit or the user unit must immediately submit an accident report to the municipal local railway management office and the labor safety supervision department.
