1. Regulations amended by the Anshan Municipal People's Government (2 items)?

(1) "Anshan Construction Project Construction Site Management Regulations" (Municipal Government Order No. 49)?

1. Article 1 is revised to read: In order to strengthen the construction site management of construction projects in our city and maintain the cleanliness of the city's appearance and environment, these regulations are formulated in accordance with relevant laws and regulations and in combination with the actual situation of our city. ?

2． Paragraph 2 of Article 4 is revised to read: The construction administrative department of the county (city) and district people's government is responsible for the management of construction project construction sites within its region and accepts the business guidance, supervision and inspection of the municipal construction administrative department. ?

3. Article 5 is revised to read: Before the construction project starts, the construction unit or its entrusted project management unit (hereinafter referred to as the construction unit) must go through relevant approval procedures and obtain a construction project construction license in accordance with the law. ?

4. Article 6 is deleted, that is: the construction of construction projects shall be organized and carried out within the construction site, and relevant approval procedures shall be completed in accordance with regulations. ?

Blasting operations, erecting temporary power grids, moving cables, water outages, power outages, road closures, etc. during construction must be approved by relevant departments. In special circumstances, they should be carried out under the guidance of relevant professional and technical personnel. ?

5. An article is added as Article 6, that is: the construction unit shall pay the construction project safety and civility measure fee to the construction unit in accordance with relevant national regulations, and the construction unit shall use the safety and civility measure fee as a special fund. ?

6． Article 7 is revised to read: The construction unit, construction unit and other responsible parties of the project construction and other relevant units shall perform civilized construction and safety production responsibilities in accordance with laws, regulations, rules and relevant national and provincial technical specifications and standards, and implement construction Comply with all on-site regulations and assume corresponding responsibilities. ?

7. Article 9 is modified to read: The construction site must be equipped with a safe and stable gatehouse and a sealable gate. The height of the gatehouse shall not be less than 4 meters and the width shall not be less than 6 meters. A company logo should be set up at the front of the gate to indicate the name of the construction company. There should be a guard at the entrance of the construction site and the guard system should be publicized. Construction managers and operators should wear work cards when entering and exiting the construction site. ?

The main entrance to the construction site should be equipped with a project overview sign, a list of management personnel and supervision telephone numbers, a fire protection sign, a safety production sign, a civilized construction sign, and a construction site plan. Indicate the name of the construction project, the name and supervision telephone number of the construction, construction, supervision unit and project leader. Night construction notice boards must be installed to clarify the night construction time and permit and filing status. ?

8. Article 12 is revised to read: The construction site should ensure smooth circular roads and smooth site. The main entrances and exits of the construction site and the main roads must be hardened with concrete to ensure the safety of vehicles. Vehicle washing facilities and cleaning personnel must be installed at the main exits of the construction site. Transport vehicles must be washed away from the silt before they can leave the construction site. Vehicles transporting liquids or bulk materials and garbage at the construction site must be sealed, bandaged or covered to prevent spills and pollution of urban roads. ?

9． Article 13 is deleted, that is: construction units must implement national and municipal laws and regulations on production safety and labor protection, and can only carry out construction after obtaining enterprise safety production qualification certification and a construction start permit. Various safety facilities and labor protection equipment at the construction site must be inspected and maintained regularly to eliminate hidden dangers in a timely manner to ensure their safety and effectiveness. ?

10． Article 14 is modified to read: The construction unit shall provide workers with a safe and hygienic living environment:?

(1) Establish a living and hygiene responsibility system. Food processing and production, and drinking water should comply with relevant requirements for food safety and hygiene management, and dedicated personnel should be responsible for cleaning and cleaning. Sanitary facilities such as sinks, showers, and flush toilets should be installed and comply with city appearance and environmental sanitation standards. ?

(2) The sanitation, ventilation and lighting equipment in the employee dormitories are good, the net height shall not be less than 2.4 meters, and the width of the aisle shall not be less than 0.9 meters. No tents are allowed on the construction site.

(3) There shall be no more than 16 residents in each room, and the beds shall not exceed two levels. It is strictly prohibited to use full bunks; openable windows shall be provided, and daily necessities counters shall be set up in the dormitory; it is strictly prohibited to place homework in the dormitory It is strictly prohibited to use tools, pull wires or install electrical equipment without permission. ?

(4) Various living facilities should meet fire protection, ventilation, sanitation and lighting requirements.

11. Article 15 is revised to read: The construction unit is responsible for the setting up and daily maintenance and management of the construction site enclosure.

Continuous and closed enclosures should be set up at the construction site and meet the following requirements:

(1) On both sides of the central business district, main roads and secondary roads in the urban area At the construction site, the height of the fence shall not be less than 4 meters, and in other areas of the construction site, the height of the fence shall not be less than 3 meters. For areas that are likely to have an impact on the surrounding environment and other special circumstances, the height of the fence shall be set according to actual needs. The height of the fence at the construction site within the county (city) area should comply with the relevant national and provincial technical specifications;?

(2) The fence foundation and structure must be solid and safe, and the fence surface must be smooth, clean, and Beautiful, no deformation, no damage, no rust;?

(3) The use of fences for publicity should be limited to public welfare content or content related to the corporate image and projects. Among them, public welfare publicity The content shall not be less than one-third of the content that can be published;?

(4) The construction site fences on both sides of the central business district, main roads and secondary roads should be illuminated. ?

For demolition plots, plots to be built and other plots that need to be fenced, the county (city) district people's government and the development zone management committee shall be the main body for fence setting and daily maintenance management , shall be implemented in accordance with the provisions of paragraph 2 of this article. ?

12． Article 16 is deleted, that is: when non-construction administrative departments carry out supervision and inspection of construction project construction sites, they should do so through or in conjunction with the municipal, county (city) construction administrative departments. ?

13． Article 17 is revised to read: The construction unit shall, in accordance with the Fire Protection Law of the People's Republic of China and other relevant regulations, establish a fire prevention management system at the construction site, set up fire protection facilities that meet fire protection requirements, and maintain them in intact standby condition. ?

14. One article is added as Article 16, that is: the construction unit or construction unit shall not change the nature of use of temporary facilities without authorization. After the construction is completed, the construction site fence and other temporary construction facilities should be removed in a timely manner, the construction site should be leveled, and construction waste, slag and other waste should be removed. ?

15. Article 19 is modified to read: The construction unit shall take the following measures to prevent environmental pollution:?

(1) Effective covering measures shall be taken for materials that are prone to flying and fine particles at the construction site. When carrying out dust-raising operations such as mechanical chiseling, the working surface should be partially blocked, covered, or dust reduction measures such as water spraying should be adopted. ?

(2) A sedimentation tank should be set up at the construction site, and construction mud and domestic sewage should be discharged after sedimentation. ?

(3) Construction waste and domestic waste at the construction site should be collected centrally and piled in categories. It is prohibited to throw, scatter or burn construction waste at high altitude. ?

(4) Fixed watering points should be set up on the main roads within the construction site to sprinkle water regularly. ?

(5) The construction site should be greened. Flowers and grass should be planted in the space at the entrance, office area and living area to beautify and green the construction site environment. ?

16. Delete Article 20, that is, construction units must conscientiously abide by relevant regulations on urban management and accept supervision and inspection by relevant competent authorities. ?

17. Article 21 is deleted, that is: if the construction unit violates the provisions of Article 5 of these regulations and does construction without obtaining a construction permit, the construction administrative department shall impose penalties in accordance with the "Liaoning Province Construction Market Management Regulations" and other relevant laws and regulations. ?

18. Article 22 is revised to read: Anyone who violates the provisions of Articles 8, 9, 11, 12, 14 and 18 of these Regulations shall be given a warning and ordered by the construction administrative department Corrections must be made within a time limit; if corrections are not made within the time limit, a fine of not less than RMB 3,000 but not more than RMB 10,000 shall be imposed.

19． Article 23 is modified to read: Anyone who violates these regulations and other laws, regulations, and rules has provided for them shall be punished by the relevant management departments in accordance with the law. ?

20． Delete Article 24, that is: fines and confiscations imposed for violation of these regulations shall be turned over to the finance department at the same level. ?

In addition, the order of the clauses in these regulations will be adjusted accordingly based on the above modifications.

(2) "Anshan City Management Measures for the Installation of Outdoor Plaques" (Municipal Government Order No. 173)

1. Article 4 is revised to read: The Municipal Housing and Urban-Rural Development Committee (hereinafter referred to as the Municipal Housing and Urban-Rural Development Committee) is the administrative department responsible for the establishment and management of plaques in the city and is responsible for the supervision and management of plaques in the city. The Municipal Housing and Urban-Rural Development Commission may entrust relevant departments and units to be specifically responsible for the supervision and management of plaques in accordance with the law. ?

2． In Article 5, before "comply with urban planning requirements", add "comply with the requirements of the "Technical Specifications for Urban Outdoor Advertising Facilities"." ?

3. In Articles 6, 7, 9 and 11, "Municipal Comprehensive Law Enforcement Bureau" is changed to "Municipal Housing and Urban-Rural Development Committee"; in Article 21, "Municipal Comprehensive Law Enforcement Bureau managers" is changed to "Municipal Comprehensive Law Enforcement Bureau managers" Outdoor plaque installation management staff.” ?
