Building affordable housing

Regarding the issues of low-rent housing rent and affordable housing price that citizens are most concerned about, Dongguan Housing Management Bureau said that the rent standard of low-rent housing has been determined earlier, and the Municipal Price Bureau, together with the Housing Management Bureau and the Finance Bureau, will formulate it according to the rental market situation every year, and it will be promulgated and implemented after being approved by the municipal government. In order to make the children of Wan Xin people have laws to follow and rules to follow in the future, after three major reforms and three joint meetings, the Interim Measures for Children of Wan Xin People in Dongguan to Receive Compulsory Education (hereinafter referred to as the Measures) and the Initial Grade Point Program for Children of Wan Xin People in Dongguan to Apply for Compulsory Education (for Trial Implementation) (hereinafter referred to as the Program) were promulgated on May 22nd. This is the first normative document issued by a prefecture-level city in Guangdong Province on the children of floating population attending public schools.

Since then, Dongguan has implemented a "points system" for children of Wan Xin people to attend public schools: comprehensive scores are made according to the years of residence, education level, skill level and social security payment of parents of non-Dongguan registered students, and children are enrolled in public schools according to their parents' points. The "Measures" pointed out that New Wan Ren, which has participated in social insurance for three years or more and conforms to the national family planning policy, can enroll its children in public schools through the points of tax payment, occupation and other conditions, and the threshold for children of New Wan Ren to enroll in public schools is obviously lowered.

On June 25th, Dongguan Education Bureau adjusted the Measures and the Plan, which had just been implemented for one month, and made supplementary explanations. Among them, the biggest change is that "social security for three years" is no longer the basic condition, and it can be operated according to "continuous residence or service for three years".

Urban-rural integration social security

On June 165438+1October16, Shilong Town and Tangxia Town held a pilot launching ceremony to establish an urban-rural integrated social endowment insurance system and issue pensions. After the implementation of the urban-rural integrated old-age insurance system, farmers' old-age insurance benefits will be improved accordingly, and the old-age allowance for some former rural insurance retirees will be increased from 200 yuan to 400 yuan every month.

The pilot work of the urban-rural integration social endowment insurance system mainly includes two parts: first, the retirees who have never paid the agricultural insurance fee are separated, and the old-age allowance is jointly raised by the city, town and community, from the original monthly 200 yuan to 400 yuan; Second, according to the standards of the occupational insurance system, the rest of the rural insurance system pays all the payment years through the individual accounts of rural insurance and joins the insurance system.

The relevant person in charge of Dongguan Social Security Bureau said that in June next year, 5438+ 10, according to the pilot operation, we will strive to implement the urban-rural integrated endowment insurance system in the city.

As one of the ten practical things that the municipal party committee and municipal government will do for the common people this year, the integration reform of urban and rural old-age care is one of Dongguan's livelihood policies. In fact, the reform of urban-rural pension integration is only one aspect of Dongguan's construction of urban-rural integrated social security system. At present, Dongguan has taken the lead in establishing the urban and rural medical insurance system.

Building a new type of community outpatient service

At the end of September 2008, 307 community clinics in Dongguan officially opened. From then on, you can avoid the registration fee, enjoy the drugs with zero price difference, and reimburse up to 60% of the basic medical expenses.

According to Wan Qiaoling, director of the Municipal Community Health Office, the employees of the community health service institutions in Dongguan are mainly composed of general practitioners, public health doctors, community nurses and other personnel, and Chinese medicine doctors are appropriately allocated. Wan Qiaoling also said that a plan to support the community with public hospitals has been formulated. The plan is to let experts from large hospitals go to community clinics regularly to solve intractable diseases. At the same time, the medical staff recruited by the community health service center can go to the local hospital for training, the expenses are borne by the community, and the working relationship is also in the community. In addition, graduates admitted to hospitals should work in community health service institutions for not less than three months after obtaining the qualification of practicing doctors and before being promoted to the intermediate title of health technology qualification, so as to support community clinics to improve their medical level.

By the end of 10 this year, 353 community health service institutions had been built and put into use in Dongguan, with a total of 5.63 million person-times, accounting for about 25% of the total outpatient service in the city.
