1. Hong Kong employers first apply to the Hong Kong government department (Labour Department) to employ foreign workers, and fill in the application form with the types of jobs, number of employees, monthly salary, seniority and number of local workers currently employed by the company. The attachments of the application include the company's tax reports in recent years, plans for training local people, and copies of two advertisements for recruiting local workers.

2. After receiving the approval of the relevant departments of the Hong Kong government to employ foreign workers, Hong Kong employers will take the approval to the Hong Kong Immigration Department to obtain the employment contract for employing foreign workers in quadruplicate, sign three labor contracts with the labor service company with the franchise right to export labor services to Hong Kong, provide the labor service company with a list of workers, and stipulate the way of selecting workers.

3. The materials for laborers to work in Hong Kong include: three copies of domestic ID cards, six one-inch large black-and-white glossy photos, personal details of laborers, physical examination forms of county-level hospitals, political examination forms for overseas personnel, technical forms and visa forms. Workers should submit the information to the labor service company as soon as possible.

4. The labor service company will summarize all the information provided by the employer and the laborer, and report it to the Ministry of Foreign Trade and Economic Cooperation for approval. The Beijing Hong Kong and Macao Affairs Office will first send it to the Hong Kong Immigration Department for work endorsement, and then the Hong Kong and Macao Affairs Office will apply for the Hong Kong Special Administrative Region Pass. At the same time, the labor service company arranges workers to participate in labor training, and issues training certificates for expatriate laborers to workers. The labor service company receives the special zone labor pass from the Hong Kong and Macao Affairs Office, and informs the employer to arrange the time for workers to work in Hong Kong, so that workers can come to work in Hong Kong.
