(1) Strict supervision and supervision to promote the deepening of rectification actions. The Office of the Steering Group adheres to the three-level supervision and inspection system, maintains uninterrupted supervision of all districts and counties in the city, issues the Supervision Bulletin every week, and issues the Supervision Notice on major issues. The municipal government organized six inspection teams to conduct special inspections on fire safety improvement of high-rise buildings, street and community infrastructure construction, standardized management of fire safety in 12 districts and counties such as Wanzhou District, Yuzhong District, Jiangbei District, Shapingba District, Jiulongpo District, Nan 'an District, Yubei District, Banan District, Qijiang County, Dazu County, Bishan County and Kaixian County. The supervision office of the municipal government, combined with the special fire control work of high-rise buildings, conducted on-site supervision on the fire safety control work in Caiyuanba area of Chaotianmen. Seventh, a joint logistics mechanism for fire prevention and fire fighting was established, which broke the boundaries between fire prevention and fire fighting posts, and scientifically integrated and grouped government cadres and grass-roots officers and soldiers, giving full play to the role of limited police force and forming a joint force to rectify fire hazards; Eighth, a demonstration mechanism for rectification has been established. Based on the standardized management of fire safety, 1-2 high-rise buildings with outstanding rectification work are selected in each district and county for standardized management pilot, which provides a model and reference for the rectification of local fire hazards and consolidates the rectification results from the source; Nine is to establish a rectification classification mechanism, and the rectification rate must reach 1% for major fire hazards listed and supervised by the municipal government. Fire hazards with clear responsibilities must be eliminated in time. For fire hazards that have no responsibility subject, rectification funds or need other departments to cooperate with rectification, the responsible departments for rectification should be registered one by one and must be reported to the local government for coordination and settlement; Ten is to establish a press release mechanism, and hold a press conference every month through the Municipal Government Information Office to inform the progress of the work, expose the ineffective and slow progress of the work, and supervise and promote the hidden dangers rectification work through the supervision of news and public opinion.

In September, all levels and departments in the city actively responded in a coordinated manner, and further strengthened the supervision and rectification of fire safety before, during and after the event by strengthening supervision and inspection, standardizing administrative examination and approval, and holding joint meetings. The Municipal Bureau of Culture, Radio and Television adheres to the pre-fire control procedures for the examination and approval procedures of public entertainment places, and does not issue approval documents and business licenses to public entertainment places that have not obtained the fire control qualification procedures; For public entertainment places that do not have fire safety conditions, are sealed up by the public security fire department and ordered to stop production and business, the relevant approval documents or business licenses shall be revoked according to law. The second is to jointly supervise and rectify hidden dangers. The Director of Public Security Bureau, the Procurator-General of the Procuratorate and the President of the Court of Wanzhou District convened a "three-long" joint meeting to further implement the law enforcement measures for fire safety investigation and rectification of high-rise buildings in the city, focus on solving the rectification of fire hazards in high-rise buildings in the political and legal system of the whole region, and jointly urge the rectification of fire hazards. Third, multi-measures should be taken to rectify the dilapidated housing area. The Jiulongpo District Government actively organized relevant departments to strengthen the renovation of dilapidated houses. Baishiyi Town invested nearly 3, yuan. While renovating public lines, water sources and roads, it added fire warning signs and warning boards, outdoor fire hydrants, fire hoses and dry powder fire extinguishers, and set up a volunteer fire brigade. Banan District Government has combined the renovation of dilapidated houses with the demolition of shanty towns, and actively adopted effective measures, such as coordinated law enforcement by departments, concerted efforts by streets and towns, and the establishment of a long-term mechanism. The demolition and relocation of shanty towns reached 27, square meters, and 2,399 households were relocated, completing 54% of the renovation tasks of dilapidated houses and shanty towns.

Dadukou district adopts the way of defining the responsible subject according to the proportion of property rights, and solves the fire hazard remediation problem of high-rise buildings with multiple property rights and no property. If the proportion of property rights of social units is less than 6%, the township government will take the lead in implementing rectification; If the proportion of property rights of social units is more than 6%, social units will take the lead in implementing rectification; If a number of social units hold property rights at the same time, the one with the largest proportion of property rights will take the lead in implementing rectification. Shapingba District listed the rectification project of Chongqing Cancer Hospital and Shapingba District People's Hospital as a district-level emergency rescue project, streamlined the tendering and bidding procedures, determined the construction unit in the form of direct contracting, tracked and supervised the personnel and responsibilities every month, and published the rectification progress in the news media every month to speed up the rectification. At present, the fire-fighting facilities of the two units have been rectified in place, and the building structure is being rectified, which can be completed within this year.

According to the deployment of the Municipal Party Committee and the Municipal Government, all parts of the city actively implemented work measures, went all out to do a good job in national day fire safety and security, and successfully achieved the work goal of "Safe National Day". Since August, the fire department, together with the municipal anti-terrorism office, the municipal public security bureau and other functional departments, has carried out a fire safety inspection on 38 units (places) such as government agencies, important art museums, large shopping malls, important hotels, commercial buildings, schools, hospitals, inflammable and explosive, and eliminated 285 fire hazards, ensuring the fire safety of important targets. At the same time, for each National Day celebration and security task, a detailed security plan will be formulated in time, and the supervision methods of "all-in-one" and "one-on-one" will be adopted to implement each task to the main leaders and fire supervisors. Military and political officials and party Committee members of the Fire Corps went deep into the National Day celebration, literary evening, fireworks evening and other major events to conduct in-depth supervision and inspection and guide actual combat drills. All grass-roots units intervened in advance to intensify the investigation of fire hazards in "celebration-related" units (places), and the chief officials and department heads came to the front line in person to strengthen on-site protection. The relevant units involved in the task are assigned personnel and posts, and they are connected by points and lines, and are responsible for points and pieces; Centralized and unified leadership, "seamless" connection, strengthening on-site duty guard, and increasing fire supervision and inspection have ensured the safe and orderly conduct of various celebration activities.

(1) The problems existing in the process of promoting the fire safety inspection and rectification of high-rise buildings and other law enforcement work.
first, the task of fire hazard remediation is still very arduous. At present, there are still 7,874 fire hazards and 14 major fire hazards in 1,858 high-rise buildings that have not been rectified. Of the 169 high-rise buildings that have not been accepted and put into use, only 51 have been rectified, and 118 have not been rectified.
Second, the progress of remediation in some districts and counties has gradually slowed down. By the end of July, there were 11,456 fire hazards in high-rise buildings in the city. In August, 2,872 items were rectified, with a rectification rate of 25%; In September, 893 items were rectified, with a rectification rate of 7.8%, which led to the city's rectification rate not reaching the task target of 4% from August to September. Mainly 1 districts and counties such as Yuzhong District, Beibei District, Nanchuan District, Bishan County, Tongliang County, Rongchang County, Dianjiang County, Zhongxian County, Xiushan County and Pengshui County have not completed the rectification target tasks; Especially in Yuzhong District, due to the large stock of fire hazards (6,851, accounting for 59.8% of the city's total), only 2.6% was rectified this month, resulting in a low overall rectification rate in the city in February.
thirdly, the performance of functional departments is not in place. The Office of the Steering Group specially issued the "Notice on the Decomposition of Fire Hazard Remediation Tasks of High-rise Buildings in the City", which decomposed the fire hazard remediation tasks of high-rise buildings in the city to all members of the Steering Group, requiring all units to regularly analyze and sort out the completion of the task division, but on September 15th, all units did not report the implementation of the tasks.

second, the basic work of fire prevention is not solid. The establishment of fire safety management offices in township streets is a mere formality. Although some districts and counties have set up fire safety management offices in township streets, they just put up signs, failed to implement special personnel and work systems, and their responsibilities, tasks and work procedures are not clear. Various forms of fire brigade management are not in place. The longshui town government of Dazu County is a part-time fire brigade, and all the members live in scattered places, which can't meet the requirements of getting out of the police. Moreover, the maintenance of vehicles and equipment is poor, the hand-held motor pump is unsuccessful for many times, and firefighters are not skilled in operation, so they can't get out of the water for a long time when conducting drills.
thirdly, the progress of fire safety standardization management is not fast and superficial. According to the general office of the municipal government's Opinions on Further Strengthening the Basic Work of Fire Prevention (Chongqing Office [29] No.126), in 29, 4% of key fire safety units should reach the standardized management level of fire safety. Up to now, there are 1,458 key units in * * * in the city, and the number of standardization creation units should be greater than or equal to 4,183 this year according to the standard ratio of 4%, while the number of standardization creation units reported by each unit is 3,22, accounting for only 3.6% of the key units of fire safety, which is far from the standardization creation task that must be completed. Up to now, Changshou District, Tongnan County, Zhongxian County and other districts and counties have not held a standardized management promotion meeting for key fire safety units.

(1) Focus on the study of remediation measures to solve difficult fire hazards. At present, a considerable part of the fire hazards in various districts and counties belong to urban planning layout, historical legacy and architectural structure problems, which involve many interest groups and are difficult to rectify radically, and some outstanding fire hazards cannot even be rectified. In view of this situation, the Office of the Municipal Supervision Team will study and formulate measures to solve the problem in the near future to guide all districts and counties to speed up the rectification of hidden dangers.
