Article 4 The municipal human resources security department shall be responsible for the acceptance, examination, issuance and supervision of the application for living allowance for newly introduced doctoral talents. The municipal human resources and social security department is responsible for incorporating the newly introduced living allowance funds for doctoral talents into the annual departmental budget and final accounts of the Municipal Personnel Center, and reporting them to the municipal finance department for review; City Talent Center is responsible for allocating funds in accordance with the relevant provisions of centralized treasury payment.
