Self-employed retired soldiers in cities and towns who engage in self-employment shall be exempted from paying five types of fees within three years on the basis of the Self-employment Certificate for Retired Soldiers in Cities and Towns from the date of approval by the industrial and commercial department: first, the registration fee for individual industrial and commercial households (including industrial and commercial registration and change registration), the management fee for individual industrial and commercial households, the management fee for bazaars and the demonstration text fee for economic contracts; The second is the management fee of private medical institutions collected by the health department; Third, the labor contract verification fee charged by the labor security department; Fourth, the registration management fees related to individual business approved by the people's governments of provinces, autonomous regions and municipalities directly under the Central Government and their financial and price departments; Fifth, other expenses related to registration management.

Self-employed retired soldiers in cities and towns below the county level who have a legally fixed residence, a stable occupation or a source of livelihood shall be allowed to go through the settlement formalities with their self-employed certificates and corresponding certificates.
