The current social security system in China

The construction of social security system in China is closely related to the social development in China. Before the founding of People's Republic of China (PRC) and the reform and opening up, the responsibility of the state developed into a process in which the state and units shared responsibility.

After the reform and opening up, China's social security is in the process of being led by the government and participated by all sectors of society.

During the period of 1969-1977, the focus of the social security system shifted to the unit and continued to expand. 1978- 1985 mainly focused on the problems left over from history and the reform of the retirement system. Until 1985, China's social security system officially entered the reform period.

During the period of planned economy, the national unit guarantee system implemented in China was characterized by state responsibility, unit arrangement and comprehensive guarantee, which encountered a series of problems such as closed operation and lack of efficiency. 1986 The Interim Provisions on the Implementation of the Labor Contract System in State-owned Enterprises was promulgated, followed by the Provisions on the Employment Autonomy of Foreign-invested Enterprises and Employees' Wage Insurance and Welfare Expenses, which marked that China's social security system began to move towards structural diversification and constituted the reconstruction period of China's social security system.

The development of China's social security system has adopted the way of gradual reform, which makes it different from other countries' legislation. Every step of social security reform in China has to be piloted for a long time before a comprehensive promotion plan can be determined. This has both advantages and disadvantages.

The advantages are: China's social security system has made great achievements, from the original national unit security to a comprehensive social security with government-led, responsibility-sharing, reasonable security and multi-level security, creating a social security system that benefits hundreds of millions of people.

The disadvantages are: the current social security is underdeveloped, lagging behind the economic development, and the unfairness is still outstanding, mainly manifested in the imperfect system, backward legal system construction, vague responsibilities, and the effectiveness of the project needs to be improved.

In the future, the development of social security in China should be based on the national conditions with a large population base and an aging population. In the future, China's social security should focus on formulating a sound legal system, narrowing the gap between the rich and the poor, achieving coordinated development, and at the same time paying attention to the construction of the security system for socially disadvantaged groups and improving the living standards of residents.

At present, China must improve the legal construction of social security, return to the basic line of giving consideration to fairness, clarify the social security responsibilities of the state, units, enterprises and individuals, vigorously support and reasonably guide the role of social charities in social security, and finally build a perfect social security system that benefits all citizens.
