According to the spirit of the 18th National Congress of the Communist Party of China and the requirements of the Third Plenary Session of the 18th Central Committee on integrating the basic old-age insurance system for urban and rural residents, according to the relevant provisions of the Social Insurance Law of People's Republic of China (PRC), and on the basis of summing up the pilot experience of the new rural social endowment insurance (hereinafter referred to as the new rural social endowment insurance) and the urban social endowment insurance (hereinafter referred to as the urban residential insurance), the State Council decided to merge the new rural social endowment insurance and the urban residential insurance, and establish a unified basic old-age insurance system for urban and rural residents nationwide (hereinafter referred to as the urban residential insurance).

Hold high the great banner of Socialism with Chinese characteristics, take Deng Xiaoping Theory, Theory of Three Represents and Scientific Outlook on Development as the guidance, implement the decision-making arrangements of the CPC Central Committee and the State Council, comprehensively promote and continuously improve the basic old-age insurance system covering urban and rural residents in accordance with the principle of full coverage, flexibility and sustainability, and give full play to the important role of social insurance in safeguarding people's basic livelihood, regulating social income distribution and promoting coordinated economic and social development in urban and rural areas.

In 20 14, the State Council decided to merge the new rural social endowment insurance and urban residents' social endowment insurance, and establish a unified national basic endowment insurance system for urban and rural residents.
