(Bidder qualification)

Bidders for the quota of individual passenger cars refer to natural persons with full civil capacity who hold valid identity documents, residence certificates in this city (excluding temporary residence permits) and motor vehicle driving licenses. Individual bus quota bidders shall not sign up for the auction again within 3 years after obtaining the bus quota through auction.

Bidders for unit bus quota refer to enterprises, foreign-invested enterprises, foreign institutions in Shanghai and other units that hold valid organization code certificates and are registered in this city, as well as local organs, institutions, social organizations and other units that hold valid "Notice of Examination and Approval of Purchasing Specially Controlled Commodities in Shanghai" and organization code certificates.
