Employed persons of foreign nationality who have not participated in the five social insurances in accordance with this provision shall participate in the major disease co-ordination, work injury, maternity and basic pension insurance in accordance with the regulations. Personnel of labor dispatching and labor outsourcing enterprises shall participate in the insurance and make contributions in accordance with the Interim Provisions on Labor Dispatching and the above requirements. Industrial enterprises that are insured in accordance with the provisions of Article 23 of Hai Zheng Ban Fa [2006] No. 178 and their foreign employed personnel can continue to participate in the insurance in accordance with the original method.

The social insurance contribution base paid by the unit is calculated on the basis of the total wages of the employees actually incurred in the previous month, and the social insurance premiums are self-declared on a monthly basis and settled on an annual basis.From January to December 2017, the basic pension and unemployment insurance unit contribution base shall not be less than 45% of the total wages of the enterprise's employees, and the medical care (according to the basic medical care and the share of the integrated management of the major illnesses, and the unified settlement of the annual major disease co-ordination), industrial injury and maternity insurance unit contribution base for the total wages of enterprise employees. The wages of retired enterprises, foreigners not insured, other units insured and non-city flexible employment insured, and the above part of the employee's wages exceeding the maximum contribution base can be deducted from the gross wages according to the type of fee when calculating the unit contribution base for social insurance premiums.

In accordance with the spirit of Zhe Zheng Fa [2006] No. 48, Zhe Laoshe Lao [2006] No. 142, Zhe Zheng Fa [2009] No. 19 and other documents, the owners of urban individual industrial and commercial households (employing less than 7 people), flexibly employed persons from July 1, 2017 onwards, the standard of basic old-age insurance contribution is divided into three grades: namely, 670 yuan / month, 753 yuan / month, 837 yuan/month (originally these three grades were 626 yuan/month, 705 yuan/month and 783 yuan/month respectively), and the basic medical insurance contribution standard is 251 yuan/month (originally 235 yuan/month). Participants can make their own choices. Participants who have interrupted their basic pension insurance contributions or who should have paid but have not yet done so for any reason may continue their pension insurance relationship in accordance with the regulations. Approved by the social insurance agency, not due to their own reasons, the previous interruption or payable unpaid years can be made to make up for the interruption of the basic pension insurance premiums for the interrupted years during the period from July 1, 2017 to June 30, 2018, the standard for making up the interrupted years of basic pension insurance premiums is 948 yuan/month (unchanged); the standard for making up the basic pension insurance premiums for the years of under-retirement is in accordance with the standard for the basic pension insurance premiums of the flexibly employed persons. The standard for retroactive payment of basic medical insurance premiums for employees with interrupted years of service is RMB 418.5/month (for enterprises) (previously RMB 391.5/month), RMB 465/month (for undertakings) (previously RMB 435/month), and RMB 837/month (for units entitled to civil servants' medical subsidy) (previously RMB 783/month); the standard for retroactive payment of basic medical insurance premiums for employees with shortened years of service is RMB 260.4/month ( enterprises) (previously 243.6 yuan/month) and 297.6 yuan/month (organizations and institutions) (previously 278.4 yuan/month).

According to the document "Notice of the Human Resources and Social Security Department of Zhejiang Province and other 5 departments on improving the policy of articulating and transferring expropriated farmers to the basic pension insurance for enterprise employees" (ZJRSF [2017] No. 59), those who have been transferred from the basic living security system for expropriated farmers to the basic pension insurance for enterprise employees or who have participated in the basic pension insurance for enterprise employees through retroactive contributions will be entitled to basic pension insurance for enterprise employees as of July 1, 2017 the basic pension insurance contribution standard is 837 yuan/month.
