I. Introduction

(1) Introduction of Citizen Card

Wenling citizen card refers to a multi-purpose smart card authorized by Wenling Municipal People's Government for citizens to handle relevant personal social affairs and enjoy public services.

The types of citizen cards include citizen cards with all functions (hereinafter referred to as full-function cards) and citizen cards with some functions (hereinafter referred to as Wenling Tong). Full-function cards are composite cards (including contact and contactless chips and bank hidden magnetic strips) that meet the standards of Ministry of Human Resources and Social Security and the Ministry of Finance and Transportation. Wen Lingtong is a contactless smart card that meets the standards of the Ministry of Transport.

Citizen card is valid for 10 year.

(2) Introduction of citizen card function

At present, Wenling citizen card has three functions: public service, financial application and electronic payment, among which the full-function card covers all functions, and Wenling Link is mainly used for electronic payment.

1. Public service

Full-function card can be used as a electronic identity, and it can enjoy social security, employment, civil affairs, culture, education, health, transportation and other public services. The expansion of the application field of citizen card is implemented in stages and gradually promoted according to the construction plan and application process of citizen card project.

2. Financial applications

The full-function card is loaded with the function of bank debit card, and the basic information of the insured, bank name, bank card number and UnionPay logo are printed on the face of the full-function card. In addition to the original function of debit card, it can also be deposited into the online account of citizen card.

3. Electronic payment

As a means of payment in daily life, citizen card provides convenient and honest consumer services. The application fields of electronic payment include: public transportation electronic payment, public utility fee payment, small daily consumption, cultural tourism consumption and so on. At present, both the full-function card and Wenlingtong can be used as electronic payment means, which can be used for taking urban public transport, renting public bicycles and spending some business. With the expansion of payment applications, citizen cards will realize electronic payment functions in more fields.

(3) Citizen card account

Full-featured cards include personal medical insurance accounts, electronic wallets, online accounts and bank debit card accounts. Wenlingtong includes electronic wallet and online account.

(1) The personal medical insurance account belongs to an independent account, and the funds in it are earmarked.

(2) Electronic wallet: offline payment is realized, which can only be used on public transportation and public bicycles at present.

(3) Online account: online payment is realized, which is mainly used in public utilities, shopping malls, supermarkets and other payment fields.

(4) Bank debit card account: At present, only Zhejiang Wenling Rural Cooperative Bank or Zhejiang Mintai Commercial Bank is bound. Before use, I need to bring my valid ID card to the corresponding bank counter for activation.

Second, the citizen card processing and service description

(1) Full-function card

1. Application method

(1) Scale application: Full-function cards are mainly applied by scale (unit or collective). According to the card issuance plan of Wenling Municipal People's Government, the citizen card service center covers the basic medical insurance for urban workers in the first phase, and will gradually cover all insured people and other uninsured Wenling registered citizens in the future.

(2) Personal application: After opening the personal application business, citizens can apply for a full-function card at the citizen card service outlets voluntarily. Go through the application formalities for 30 working days, and get the card at the citizen card service network with the application certificate and valid identity documents. (The individual application is not yet open, and the specific application conditions and opening time are subject to the announcement)

(3) Every citizen can only apply for a full-featured card, and the first application is free.

2. Instructions for use

(1) recharge

Citizens can recharge their electronic wallets or online accounts with full-function cards at citizen card service outlets, and they can choose cash or bind bank accounts for recharging. If citizens need to handle deposit business, they must sign a tripartite agreement with relevant banks.

When recharging, it must be clear whether to recharge the e-wallet or the online account.

E-wallet is recharged in multiples of RMB 10, and the minimum recharge amount at one time is 50 yuan. The maximum amount of e-wallet is RMB 1 1,000 yuan (inclusive), and the account balance does not bear interest and will not be withdrawn.

The online account is recharged at a multiple of the denomination of RMB in 50 yuan. The minimum amount of recharging for one time is 100 yuan, and the maximum amount of online account is 5000 yuan (inclusive). The account balance does not bear interest and is not cashed.

(2) Loss reporting and cancellation

Loss reporting: after the full-function card is lost, citizens can call the citizen card service hotline "0576-806 12345" or log on the citizen card service website () to report the loss in advance, and call the citizen card binding bank (Zhejiang Wenling Rural Cooperative Bank: 96596 or Zhejiang Mintai Commercial Bank: 9652 1) to report the loss orally. Citizens must go through the formalities of formal loss reporting at the bank account window with valid identity documents within the validity period of pre-loss reporting, and then go through the formalities of written loss reporting at the citizen card service outlets.

The social security function and online account of the full-featured card are frozen within 10 minutes after the pre-loss reporting or formal loss reporting, and the losses before freezing are borne by the cardholder.

Unhanging: Before going through the formalities of card replacement, citizens can apply for unhooking at citizen card service outlets and bank outlets with valid identity documents when they retrieve the lost full-function card after reporting the loss officially.

(3) Change the card

After reporting the loss of the full-function card, citizens can go to the counter of the citizen card service network to apply for a replacement card with their valid identity documents and the certificate of loss reporting from the bank where the account is opened, and the replacement card needs to pay a fee. You can get a new card after completing the card replacement procedure 15 working days. After changing the card, the original card will be automatically cancelled, and the balance of the online account of the original card will be automatically transferred to the new card. After receiving the card, the balance of the original card e-wallet will be transferred to the counter of the citizen card service network to apply for a new card.

(4) Change the card

If the cardholder meets the following conditions in the process of using the full-function card, he can go through the card replacement procedures at the citizen card service outlets with the full-function card and valid identity documents:

Citizen card expires;

The contents of the card surface are defaced, incomplete and unrecognizable;

Can't read and write correctly or can't read and write on special reading and writing equipment;

There are other reasonable reasons for changing cards.

Except for cards that cannot be read and written correctly or read and written on special reading and writing equipment due to the quality of the card itself, cards can be exchanged for free. If the card has traces of bending, folding, cracking, holes, abrasion, bumping, fire, water immersion, other damage, or exceeds the validity period, a fee will be charged. You can get a new card after changing the card 15 working days. After changing the card, the original card will be automatically cancelled. After receiving the card, the balance of the original card e-wallet will be transferred to the new card e-wallet at the counter of the citizen card service network, and the balance of the original card online account will be automatically transferred to the new card online account.

(5) Cancel

If the cardholder needs to cancel the full-function card due to the change of social security relationship, he can apply for cancellation at the corresponding citizen card service outlets.

Special reminder: For a full-featured card with public bicycle function, please cancel the public bicycle business at the public bicycle management service center in advance.

(6) Password

Service password: Citizen Card Service Center sets the default service password "666666" for each citizen when issuing full-function cards. Citizens are required to enjoy self-service with the service password. Citizens can change their passwords through the Wenling citizen card website, or they can change or reset their service passwords at the citizen card service outlets with valid identity documents.

Online account transaction password: online account payment must enter the transaction password, and the default transaction password "888888" is set when the full-function card is issued. In order to ensure the safety of citizens' funds, citizens must bring valid identity documents to the citizen card service outlets to modify the transaction password before recharging their online accounts for the first time.

(2) Wenlingtang

1. Application processing

Citizens can go to the citizen card service outlets to apply for Wenling Pass. Wenling has the functions of taking city bus, renting public bicycles, paying public utility fees and consuming supermarkets.

Wenlingtong is a registered card, and its real name must be registered with valid identity documents.

2. Instructions for use

(1) recharge

Citizens can recharge their e-wallets and online accounts at Wenling Tongzhi Citizen Card Service Network, or they can recharge their e-wallets through online accounts.

(2) Loss reporting and cancellation

Wenlingtong registered in real name can report the loss and unseal it after it is lost, and the handling method is the same as that of a full-function card (Wenlingtong does not involve bank operation).

The loss of e-wallet and online account caused by card loss shall be borne by the cardholder himself.

(3) Replace the card

Replacement card: After the real-name registered Wenlingtong reported the loss, citizens can apply for replacement card at the citizen card service outlets with valid identity documents.

Card replacement: When Wenling Pass can't be used normally, citizens can apply for card replacement with Wenling Pass to citizen card service outlets, and the service outlets will take back the original card.

Except for cards that cannot be read and written correctly or read and written on special reading and writing equipment due to the quality of the card itself, cards can be exchanged for free. After changing the card, the original Wenlingtong will be automatically cancelled, and the online account balance of the original card will be automatically transferred to the new card. If there is a public bicycle opening function, you need to go to the public bicycle management service center to re-open the card.

(4) card withdrawal

Citizens can return their cards at the citizen card service outlets (except the card-making center) with Wenling Pass, card-handling certificate and their valid identity documents.

Wenlingtong cannot re-apply for card refund within three months.

(5) Precautions for keeping citizen cards

Do not bend or twist the card body;

Do not put the card near strong magnetic objects;
