(A) social insurance payment base
1. The payment base of the insured unit shall be determined according to the sum of the payment bases of all the insured persons in this unit.
2. The insured individual takes his average monthly salary of the previous year as the payment base. If the monthly average wage income is lower than 60% of the average wage of employees in full-caliber urban units weighted by the average wage of employees in urban non-private units and employees in urban private units in the province last year, it shall be calculated as 60%; More than 300% of the part is not included in the payment base.

(2) Social insurance premium rate
1. Basic old-age insurance: unit contribution rate 16%, and employee individual contribution rate 8%.

3. Unemployment insurance: the unit contribution rate is 0.5%, and the individual contribution rate of employees is 0.5%.
4. Work-related injury insurance: according to the risk degree of the industry, determine the unit benchmark rate, control it between 0.2%- 1.9%, and fluctuate year by year according to the use of work-related injury insurance premiums by employers and other factors. Employees do not pay their own fees. Work-related injury insurance premium shall be paid in a lump sum according to 1.2‰ of the total construction and installation cost (or total construction contract cost) of the project or the bid section.
5. If the above insurance premium rate is adjusted, it shall be implemented according to the relevant documents of the state, provinces and cities.
Note: Payment amount of social insurance unit = payment base of social insurance unit × payment rate of social insurance unit; Social insurance individual contribution amount = social insurance individual contribution base × social insurance individual contribution rate.
Two, the unit social insurance registration, change and cancellation.
(1) Social insurance registration
1. Newly registered enterprises can log in to Hefei Sub-center of Anhui Government Service Network to set up a platform of "One Netcom Office", and apply for enterprise social insurance registration at the time of enterprise registration.
Newly registered enterprises and individual industrial and commercial households that do not choose to apply for social insurance registration at the same time can also apply for social insurance registration at Hefei Social Insurance Collection Center (including sub-centers) or the labor filing window in their respective districts, or use the legal person users of Anhui Government Service Network to visit Hefei Social Insurance Online Service Hall, handle affairs online and apply for social insurance registration online by themselves.
2. Payment units other than those specified in the preceding paragraph shall, within 30 days from the date of establishment, handle social insurance registration at Hefei Social Insurance Collection Center (including sub-centers) or the labor filing window of each district with the certificate of establishment approval or other approved practice certificates.
(2) Social insurance change registration
Where the registered items of the insured units change, they shall, within 30 days from the date of change, go to the tax bureau where the unit pays taxes and the municipal social insurance collection center (including sub-centers) to handle the change registration. In the city's social insurance collection center (including sub-centers), it is necessary to fill out the "Registration Form for Cancellation of Social Insurance Change" in duplicate, and the insured units that are not registered in the market supervision department also need to provide proof materials related to the change content.
(3) Cancellation of social insurance registration
If the insured unit is closed, stopped, merged, restructured or bankrupt, it shall, within 30 days from the date of termination according to law, fill out the Registration Form for Change and Cancellation of Social Insurance in duplicate, and go to the municipal social insurance collection center (including sub-centers) for cancellation of registration. Non-enterprise insured units need to provide relevant certification materials for customs clearance, suspension, merger and transfer.
If the cancelled enterprise has no social security arrears, the insured can log in to the Anhui Provincial Government Service Network to cancel the "one-window" online service platform of the enterprise, and apply for cancellation from the market supervision department at the same time.
