In order to give full play to the effect of phased holdover social insurance premium policy, and promote the market players to ensure employment and people's livelihood, according to the requirements of the Notice of Ministry of Human Resources and Social Security General Office and other four ministries and commissions on further improving the implementation of phased holdover social insurance premium policy, relevant issues are hereby notified as follows:

1. Since September 2022, the implementation scope of the holdover policy has been further expanded. Small and medium-sized enterprises, individual industrial and commercial households, institutions and various social organizations in the province that are greatly affected by the epidemic and have difficulties in production and operation can apply for deferring the payment of basic old-age insurance, unemployment insurance and work-related injury insurance for enterprise employees, of which the deferral period of old-age insurance is from September 2022 to February 2022+February 2022, and the deferral period of work-related injury insurance and unemployment insurance is 2022.

Second, the social insurance premiums paid by the insured units that meet the conditions of deferment in September 2022 can be refunded, or the social insurance premiums can be deferment from June 65438+ 10. 3. After the expiration of the phased deferred social insurance premium policy, enterprises can pay the deferred social insurance premium by stages or month by month before the end of 2023. Free of late fees during the overdue period.

Five, human resources and social security, taxation departments at all levels should further increase policy propaganda, according to the characteristics of different industries, different enterprises and flexible employees, improve the pertinence and accuracy of propaganda, to ensure that the policy "should know everything". It is necessary to further optimize the handling services, actively connect with market entities that meet the requirements of deferred payment policies, and do a good job in service guarantee. It is necessary to improve the departmental cooperation mechanism, strengthen data sharing, simplify the workflow, realize the "application and enjoyment" of enterprises, and effectively reduce the transactional burden of enterprises.

Human resources and social security, development and reform, finance, taxation and other departments at all levels should further strengthen cooperation, form a joint effort, and promote the phased holdover of social insurance premiums. New situations and new problems arising in the process of policy implementation should be reported to the relevant departments of the province in a timely manner.
