According to the spirit of the Notice of Ministry of Human Resources and Social Security and the Ministry of Finance on Adjusting the Basic Pension for Retired Persons in 20 17 years (Ministry of Human Resources and Social Security Fa [20 17] No.30), combined with the reality of our province, a plan for adjusting the basic pension for retired persons in our province in 2017 years was studied and formulated, which was approved by Ministry of Human Resources and Social Security and the Ministry of Finance and approved by the provincial government.

I. Scope of adjustment

Quota adjustment

1, retirees from enterprises, institutions and institutions, who have gone through the resignation procedures according to the document number. 2, "57 workers, domestic workers", farmers who have completely lost their land, each increase 33 yuan per month.

For retirees who meet the adjustment range (excluding "May 7th Workers and Family Workers"), the 25 yuan will be increased per person per month for the part with the payment period of 15 and below; For the part where my payment period exceeds 15 years, 3 yuan will be increased per person per month for each year exceeding 1 year. If the payment period is less than 1 year, it shall be calculated as 1 year. The total payment period does not include the conversion period of special types of work and high altitude areas.

If it is included in the overall scope of the basic old-age insurance for enterprise employees, it will be increased by1.1%every month on the basis of the basic pension I received in February 20/6; On the basis of the average monthly basic pension of similar personnel in 20 16 years, retirees from government agencies and institutions will increase by 1. 1% per person per month.

(3) Tilt adjustment

Age calculation is based on the date of birth recognized by the retirement audit institution.

2, enterprise retirees (excluding "57 workers, family workers" and farmers who have completely lost their land), retired old workers who participated in revolutionary work before the founding of the People's Republic of China, each with a monthly increase of 6 yuan; 2 yuan, 3 yuan, 4 yuan, 8 yuan and 12 yuan will be added per person per month for the above-mentioned people in hard and remote areas.

The classification of hard and remote areas is based on the Notice of the General Office of Gansu Provincial People's Government on Printing and Distributing the Implementation Opinions on the Reform of Civil Servants' Salary System and the Reform of Staff's Income Distribution System in Gansu Province (Gan Fu Fa [2006]147), and the classification outside the province is based on local classification. In principle, the classification of retirees in hard and remote areas shall be based on the location of the insured unit at the time of retirement.

3, retired military cadres, adjusted monthly basic pension is less than 2463 yuan, adjusted to 2463 yuan.

For the central units in Gansu that are not included in the insurance, it is necessary to strengthen work guidance, promptly urge relevant units to implement the funds to be transferred, and ensure that retirees of this unit receive the increased basic pension on time.

The adjustment of basic pension involves a wide range, tight time and heavy tasks. People's social departments at all levels, financial departments and relevant units should attach great importance to it, organize it carefully, make careful arrangements, and do a good job in implementation. The adjustment of the basic pension for enterprise retirees shall be approved and issued by social insurance agencies at all levels, and the adjustment of the basic pension for retirees of government agencies and institutions shall be implemented according to the pension payment channels after being audited by social insurance agencies at all levels, so as to ensure that the adjusted and increased basic pension will be paid in place before the end of August. Social insurance agencies at all levels should pay close attention to the establishment of basic information of retirees in the region, supplement and adjust the changes of retirees in a timely manner, and ensure that the information is complete and accurate.

People's organizations and financial departments at all levels shall, jointly with relevant units, formulate specific work implementation plans, actively do a good job in publicity, education and public opinion guidance, accurately publicize policies, pay close attention to public opinion, promptly guide public opinion, and respond to social concerns; It is necessary to carefully identify risk points, formulate departmental linkage plans, prevent and resolve contradictions in time, and promote the smooth implementation of basic pension adjustment; It is necessary to keep abreast of the progress of the work, find problems, solve them in time, and report important situations to the Provincial People's Social Welfare Department and the Provincial Department of Finance in time.

Seven, the establishment of scheduling reporting system.

(a) the social insurance agencies of cities and states shall report to the Provincial Social Security Bureau "20 17 Implementation Plan for Adjusting the Basic Pension for Retired Persons" (Annex 1) before July 30.
