The Pediatric Hospitalization Mutual Aid Fund is the third city in China to set up a pediatric hospitalization mutual aid fund. The Children's Hospitalization Mutual Aid Fund is a non-profit social welfare undertaking differentiated from commercial insurance based on the humanitarian spirit of "saving lives and helping people in distress" and the principle of mutual assistance. ●Participating objects: (a) primary and secondary schools (including junior colleges, technical schools, vocational schools and special schools) and childcare institutions with Chengdu household registration or Chengdu residence permit; (b) diaspora pre-school children with Chengdu household registration or Chengdu residence permit, and children and teenagers who have not been enrolled in school due to illness or disability.

●Payment standard: All individuals participating in the Children's Hospitalization Mutual Aid Fund pay a fee of RMB 40 per person per school year.

●Participation: ① school children: with Chengdu City household registration or Chengdu City residence permit of primary and secondary schools (including junior colleges, technical schools, vocational schools, special schools), nursery institutions registered students, September 1 to October 31 each year, in the school voluntarily pay the fee to participate. ② children not in school: with a Chengdu City household registration or Chengdu City Residence Permit of the diaspora pre-school children and children and teenagers due to illness, disability not enrolled in school, September 1 to October 31 each year, with a household registration or residence permit to the domicile or place of residence of the community health service centers or townships (townships) health centers, children's health and immunization agencies to voluntarily pay the fee to participate in the program. (iii) Newborn babies: For newborn babies born in the same year, they have to voluntarily pay the fee to participate in the program within one month after the first month of the year by presenting the Birth Medical Certificate, household registration book or residence permit to the community health service center, township (township) health center, or children's health care and immunization institution where they are registered as a family member or where they reside. If the fee is overdue, the program will be available in the following year.

●Reimbursement time limit: After paying the fees every year, the reimbursement time limit for the Children's Mutual Aid Fund is from September 1 to August 31 of the following year.

●Reimbursement Ratio: 50% of the medical expenses incurred by primary and secondary school students, infants and young children who have participated in the Children's Hospitalization Mutual Aid Fund for hospitalization or outpatient treatment of specified diseases in designated medical institutions are to be taken care of by the parents themselves, and 50% are to be reimbursed by the Children's Hospitalization Mutual Aid Fund in accordance with the following provisions of the graded payment interval. The payment rates are as follows: 60% for the portion below 1000 yuan (including 1000 yuan); 70% for the portion above 1000 yuan and up to 5000 yuan (including 5000 yuan); 80% for the portion above 5000 yuan and up to 10,000 yuan (including 10,000 yuan); and 90% for the portion above 10,000 yuan.

The cumulative amount of reimbursement for each primary and secondary school student, infant or toddler shall not exceed 80,000 yuan in each school year.

●Reimbursement Scope: All primary and middle school students, infants and young children participating in the Children's Hospitalization Mutual Aid Fund will be reimbursed for the medical expenses incurred when they go to the designated medical institutions for medical treatment. Chengdu City Primary and Middle-school Students, Infants and Children Inpatient Medical Mutual Aid Fund Outpatient Medication Catalog for Major Diseases", or other medicines and treatment items suitable for children and teenagers as stipulated by the Municipal Mutual Aid Committee for Children Inpatient Medical Fund shall be reimbursed for by the Mutual Aid Fund for Children.

Specialized outpatient treatment costs for leukemia, hemophilia, aplastic anemia and pernicious tumors after discharge from the hospital, as well as dialysis costs prior to receiving a kidney transplant and anti-rejection drug costs after the surgery, are reimbursed by the Children's Inpatient Mutual Aid Fund at the same reimbursement rate as inpatient medical fees.

The non-reimbursable items of the Children's Hospitalization Mutual Aid Fund include the costs of registration, meals, accompanying and observation rooms, family hospital beds, and rehabilitation wards; the costs of unauthorized treatment in non-designated medical institutions; the medical costs incurred by medical treatment outside of Chengdu; the costs that should be taken care of by themselves with reference to the provisions of the basic medical insurance; the costs that should be borne by third parties as part of the costs of treatment for injuries caused by third parties; the costs of injuries caused by participation in illegal activities; and the costs of treatment for injuries caused by participation in illegal activities. Expenses incurred as a result of injuries caused by a third party; medical expenses incurred as a result of injuries caused by participation in illegal activities are not covered by the Children's Hospitalization Mutual Aid Fund.

●Reimbursement Procedures for Children's Hospitalization Mutual Aid

Patients who have participated in the Children's Hospitalization Mutual Aid are required to present their Medical Card and identification when they are admitted to the hospital, and the hospital will stamp "Children's Hospitalization Mutual Aid" on the Hospital Admission Card. When discharged from the hospital, the patient will first go through the discharge procedures in the hospitalized department and settle the hospital fees in full; then present the medical card, ID card or a copy of the household register, certificate issued by the school or kindergarten, and a list of the hospitalized medical fees, and then go to the settlement window of the Children's Mutual Aid Fund to settle the fees in accordance with the stipulated reimbursement rate.
