I. Policy basis

1. For the following talents who work full-time in our city, sign labor contracts with our employer for more than 5 years. Full-time college graduates from new economic and social organizations, universities, and municipal state-owned enterprises (including state-owned holding enterprises) will be given a maximum of10.5 million yuan to buy a house.

6. The identification time for talents who meet the above conditions to purchase the first family commercial housing in our city, the date of filing the commercial housing sales contract for the purchase of new commercial housing, and the date of registration of real estate rights for the purchase of existing commercial housing.

7. The identification criteria for talents who meet the above conditions to purchase the first set of family commercial housing in our city are: the applicant (family) has no state-owned land-based residence in Dongyang City (including the residence where the online signing has been filed and the online signing has been cancelled, and the homestead where the state-owned land has been allocated) before purchasing this set of commercial housing subsidized by talent purchase vouchers, and the commercial housing is subject to the state-owned land-based residence registered with the immovable property certificate.

8. 9. Talents who meet the above conditions need to apply for the "Dongyang Talent Purchase Certificate" for real estate rights registration before purchasing the first family commercial house in our city, and the Municipal Assets Planning Bureau is responsible for handling the "Dongyang Talent Purchase Certificate" for real estate rights registration. The municipal finance arranges special funds to guarantee the cash of talent purchase vouchers at an annual rate of not less than 0.5% of the land transfer income of the previous year, and the minimum amount of special funds per year is not less than 50 million yuan. 4. 5. 7. Talent rental subsidies and talent purchase vouchers cannot be enjoyed at the same time. Those who have enjoyed the policy of purchasing and renting talent apartments and urban public rental housing will no longer enjoy the subsidy for talent leasing.

If the property right of the commodity housing that applies for the subsidy of talent purchase vouchers is held by more than one spouse, it does not enjoy the subsidy policy of talent purchase vouchers.

13. Matters not covered in these Rules shall be clearly stipulated by the Municipal Human Resources and Social Security Bureau in conjunction with relevant departments. In case of special circumstances, the Municipal Human Resources and Social Security Bureau shall report to the Office of the Leading Group for Talent Work of the Municipal Party Committee for deliberation and determination.

14. These Rules shall come into force as of the date of issuance, and the Municipal Human Resources and Social Security Bureau shall be responsible for the interpretation. If the previous provisions are inconsistent with these rules, these rules shall prevail. In case of changes in laws, regulations and major policies, the provisions involved in these rules shall be adjusted accordingly.
