Can flexible employment only pay medical insurance but not social security?

Social security is collected by the Social Insurance Administration under the People's Social Security Bureau; Medical insurance is collected by the Medical Insurance Bureau under the Health Bureau. Social security and medical insurance should have been paid separately. The insured person can pay social security alone, or medical insurance alone, or both.

Medical insurance mainly includes basic medical insurance for urban workers, new rural cooperative medical care and basic medical insurance for urban residents; Social security mainly includes endowment insurance, medical insurance, unemployment insurance, industrial injury insurance and maternity insurance.
