The circular stipulates: "All kinds of enterprises shall participate in social insurance co-ordination such as basic old-age insurance, unemployment insurance and basic medical insurance in accordance with the Labor Law of People's Republic of China (PRC) and relevant state regulations. Social insurance premiums other than basic medical insurance paid for employees are included in costs (expenses) as labor insurance premiums, and basic medical insurance premiums paid for employees are included in welfare funds payable. The social insurance premiums paid by employees shall be deducted from the wages due to employees. "
The basic old-age insurance and unemployment insurance paid by enterprises for employees should be included in the management expenses, but not in the product cost of enterprises.
