In the restricted area, which is the four districts within Dalian City and the high-tech zone, Dalian City implements the restriction measures of two for local and one for foreigners.

Out-of-towners are required to provide proof of tax payment or social security to buy properties in the purchase-restricted areas. According to the relevant regulations, non-local resident families (husband and wife and minor children) working and employed in Dalian City, providing proof of personal income tax or social security for more than one year and no housing in Dalian City, are allowed to buy one housing unit, including second-hand housing. The City of Dalian suspended the sale of housing to non-Dalian resident families who own one or more housing units, and non-Dalian resident families who cannot provide proof of payment of personal income tax or proof of payment of social insurance (urban social insurance) in Dalian for more than one year.

According to the relevant provisions, the buyer needs to go to the tax or social security departments located in the real estate transaction and registration center of the inquiry window, apply for the city to pay more than one year of personal income tax payment certificate or has paid more than one year of social insurance certificate; and then hold family members ID card, household registration certificate of the original and copies, to the center of the special purchase qualification certificate inquiry window to apply for the purchase of qualification certificate.
