The main responsibilities of Guiyang Human Resources and Social Security Bureau

( 1)? Implement national and provincial human resources and social security development plans and policies; To study and draft local laws and regulations on human resources and social security; To formulate the city's human resources and social security development plans and policies, and organize their implementation, supervision and inspection.

(2)? Responsible for promoting employment, formulating employment development plans and policies for coordinating urban and rural areas, improving the public employment service system and implementing the employment assistance system; Do a good job in guiding and encouraging college graduates to find jobs at the grassroots level; Improve the vocational qualification system and establish a vocational training system for urban and rural workers; In conjunction with relevant departments, formulate training and incentive policies for skilled talents in colleges and universities and practical talents in rural areas.

(3)? Formulate human resource market development plan and human resource mobility policy, establish a unified and standardized human resource market, and promote the rational flow and effective allocation of human resources.

(4)? Responsible for the deployment of relevant personnel and the placement of special personnel in public institutions.

(5)? Comprehensive management of government awards and commendations; To undertake the appointment and removal of cadres of the Municipal People's Government.

(6)? Coordinate the establishment of a social security system covering urban and rural areas. To formulate and organize the implementation of urban and rural social insurance and its supplementary insurance policies; Formulate policies for the continuity of social insurance relations; To formulate basic old-age insurance policies for organs, enterprises and institutions, other social organizations and social members; To formulate the management and supervision system of social insurance and its supplementary insurance funds jointly with relevant departments; Prepare the draft budget and final accounts of the city's social insurance fund; Do a good job in the supervision and management of social insurance funds.

(7)? Responsible for employment, unemployment, social insurance fund prediction and information guidance, formulate response plans, implement prevention and control, and maintain the stability of employment situation and the overall balance of social insurance funds.

(8)? Implement the national and provincial policies on wages, benefits and retirement of employees in enterprises and institutions, and improve the normal wage growth and payment guarantee mechanism of employees in enterprises and institutions; Formulate policies to adjust the wage income of enterprise employees, and improve the minimum wage system and wage payment guarantee mechanism; Responsible for the technical grade evaluation of workers and staff in government agencies and institutions.

(9)? To guide the personnel system reform of public institutions in conjunction with relevant departments; Formulate personnel management measures for public institutions and state staff; To formulate continuing education plans for professional and technical personnel and organize their implementation; Take the lead in deepening the reform of professional title system; Responsible for the selection, introduction and training of high-level talents; Draw up the methods and measures for introducing overseas students.

(ten)? Formulate policies for migrant workers in conjunction with relevant departments, promote the implementation of relevant policies for migrant workers, coordinate and solve key and difficult problems, and safeguard the legitimate rights and interests of migrant workers.

(eleven)? Coordinate the implementation of labor and personnel dispute arbitration system; Improve the coordination mechanism of labor relations; Supervise the implementation of the policy of banning illegal use of child labor and the special labor protection policy for female workers and underage workers; Organize and implement labor inspection, coordinate workers' rights protection work, and investigate and deal with major cases according to law.

(twelve)? Responsible for the overall implementation of management measures such as industrial injury insurance payment and designated medical institutions.

(thirteen)? Responsible for foreign exchange and cooperation in human resources and social security work, and undertake foreigners' related work according to regulations.

(fourteen)? Accepting petitions involving human resources and social security, and coordinating relevant departments to handle major petitions and emergencies involving human resources and social security.

(fifteen)? Combined with departmental responsibilities, do a good job in integration of defense and civilian technologies, poverty alleviation and development and other related work; Increase investment in science and technology, improve the ability of scientific and technological innovation, and provide guarantee for promoting innovation-driven development; Responsible for the safety production and fire safety work of the department and industry; Do a good job in the development and application of big data and the management of government data resources according to regulations, and promote the standardized management and shared development of departmental government data resources according to law.

(sixteen) to undertake other tasks assigned by the Municipal Party Committee, the Municipal People's government and the superior business department.
