I. In accordance with the Provisional Regulations on the Collection and Payment of Social Insurance Premiums and the Provisions on the Administration of Employment in the Mainland for Residents of Taiwan, Hong Kong and Macao, Hong Kong people employed in the mainland who meet the conditions for participation in the insurance scheme can participate in the basic social insurance scheme for urban workers in accordance with local regulations.

2. In view of the different social security systems in Hong Kong and the Mainland, and in conjunction with the social insurance management information system currently adopted in the Mainland, we agree in principle with your province's proposal to adopt the resident identity card numbers issued by the governments of Hong Kong and Macao as the social security codes for the residents of the two places mentioned above to take part in social insurance in Guangdong, and at the same time, we propose to add the codes of the administrative divisions of the regions of Hong Kong and Macao in front of the first one as an identifier in order to distinguish Hong Kong and Macau residents.

Third, the Mainland and the Hong Kong Special Administrative Region can realize the mutual exemption of social insurance premiums for the personnel of the two sides through the signing of an agreement, but this issue involves a number of provinces, autonomous regions and municipalities across the country, and it is not appropriate for individual provinces to sign social insurance agreements with the HKSAR Government. When the conditions are ripe, the Central Government will consider the matter in an integrated manner.
