(five) co-ordinate the establishment of the city's social security system covering urban and rural areas, organize the formulation of urban and rural social insurance and its supplementary insurance policies and standards and organize their implementation. Implement a unified national social insurance relationship transfer and continuation method and basic pension co-ordination method; Formulate and improve the endowment insurance policies for organs, enterprises and institutions and urban and rural residents; Prepare the draft of the city's social insurance fund budget and final accounts, formulate the management and supervision system of social insurance and its supplementary insurance funds, and supervise the collection, payment, management and operation of funds according to law.
(six) responsible for the city's employment, unemployment, social insurance fund forecast and information guidance, formulate response plans, implement prevention and control, and maintain the stability of the employment situation and the overall balance of social insurance funds.
(7) To formulate and organize the implementation of the wage and income distribution policies for staff of government agencies and institutions, formulate macro-control policies and measures for wage and income distribution for staff of enterprises and institutions, establish the normal wage growth and payment mechanism for staff of government agencies and institutions, and formulate and organize the implementation of welfare and retirement policies for government agencies and institutions.
(eight) responsible for the reform of the personnel system of public institutions. Formulate personnel management policies of public institutions and participate in personnel management; To formulate policies for the management and continuing education of professional and technical personnel, be responsible for the comprehensive management of professional titles and experts, and the selection and training of high-level professional and technical personnel; Take the lead in deepening the reform of professional title system, implement postdoctoral system and be responsible for management and coordination; Implement the policy of attracting experts and international students to work or settle in Malaysia (return to China).

(ten) according to the civil service law, responsible for the comprehensive management of civil servants and institutions within the management authority; In conjunction with relevant departments, improve the policy of transferring civil servants and the resettlement methods for special personnel; Implement the national honor system and the government reward system, and comprehensively manage the government reward and commendation work.
(11) Formulate relevant systems for mediation and arbitration of labor and personnel disputes and policies related to labor relations, improve the coordination mechanism of labor relations, implement relevant policies and measures to eliminate illegal use of child labor and special labor protection for female workers and underage workers, organize labor inspection, coordinate workers' rights protection work, investigate and deal with relevant cases according to law, and coordinate the handling of issues related to human resources and social security. In conjunction with relevant departments, formulate policies and plans related to the work of migrant workers, coordinate and solve key and difficult problems, and safeguard the legitimate rights and interests of migrant workers.
(twelve) comprehensive coordination and centralized management of the introduction of foreign intelligence work in the city; To formulate plans and relevant policies and measures for introducing foreign intellectual work and organize their implementation; Responsible for relevant international exchanges and cooperation; Be responsible for reviewing and managing the training plans and projects for going abroad on business.
(thirteen) to undertake other tasks assigned by the municipal government.
