Do I have to go back to the local area to apply for a social security card?

Legal analysis: the card must be handled at the place where the household registration is located, but it can be used elsewhere. China's laws stipulate that social insurance management is divided into administrative regions, and the social insurance administrative departments of local people's governments at or above the county level are responsible for it. Other relevant departments of the local people's governments at or above the county level shall be responsible for specific social insurance work within the scope of their respective duties. Social security card is a specific social insurance work, which needs to be handled by the social insurance administrative department of the people's government of the administrative region where the household registration is located.

I. Social Insurance Law of People's Republic of China (PRC) Article 7 The administrative department of social insurance in the State Council is responsible for the management of social insurance throughout the country, and other relevant departments in the State Council are responsible for relevant social insurance work within their respective functions and duties.

The social insurance administrative department of the local people's government at or above the county level shall be responsible for the social insurance management within its administrative area, and other relevant departments of the local people's government at or above the county level shall be responsible for the relevant social insurance work within their respective functions and duties.

Two. "People's Republic of China (PRC) Social Insurance Law" Article 29 The part of the medical expenses of the insured that should be paid by the basic medical insurance fund shall be directly settled by social insurance agencies, medical institutions and pharmaceutical business units.

The administrative department of social insurance and the administrative department of health shall establish a settlement system for medical expenses in different places to facilitate the insured to enjoy the basic medical insurance benefits.
