First, the scope of flexible employment is:

1. Public security patrol officers, community administrators, rental house administrators, health and family planning coordinators, and community labor security coordinators engaged in community public management;

2. Temporary employees engaged in community residents' services such as vehicle storage, cleaning and greening, home facilities maintenance and housekeeping services;

3. Engaged in cottage industry, manual workshops, operating stalls and contracting aquaculture personnel in rural areas;

4. Temporary workers, seasonal workers, contract workers, hourly workers, dispatched workers, etc. Personnel who provide labor services for the employing unit; For flexible employees who establish labor relations with employers, the social insurance subsidy measures shall be implemented with reference to the Measures for Social Insurance Subsidies for Employees of Enterprises (Units).

Second, the flexible employment of social security payment time:

1. When the insured persons with flexible employment go through the retirement formalities, the payment period (including deemed payment period) must be 30 years for men and 25 years for women, and the continuous payment period of basic medical insurance should not be less than 10 years before they can enjoy the basic medical insurance benefits for retirees.

2. The payment period of basic old-age insurance for flexible employees (including deemed payment period and actual payment period) can be regarded as the payment period of basic medical insurance, but the continuous payment period is not calculated.
